how long until duties have to be advertised

I work out in a sub office with only 10 walks, there are 4 duties vacant. 3 of them have been vacant for over a year and a half. One guy in the office who is on a 30 hour contract has been covering one of the full time vacant duties for well over a year.

We have been trying to get management to advertise the duties for over a year and we keep getting fobbed off. Now the say duties won't be advertised until there's a full re pick, which they have been talking about for the last 7 months and have no idea when it's going to happen.

Can they do this? or can we force them to advertise the duties.

Any information you could provide would be greatly appreciated.

6 months then the duties get advertised if this doesn't happen just put a disagreement in . as soon as that happens thing will move quickly it's a national agreement mtsf
