Dear Colleague,

National Agreement - LCV Driver Behaviour Technology

Further to LTB 555/15 Branches and the proof of concept trial in 6 Delivery Offices Derby, Chesterfield, Leeds, Worksop, Kidderminster and Knutsford across the East, North and West areas we have now concluded our post trial discussions with Royal Mail and reached agreement on the above.

The National Agreement is designed to improve driver safety and a reduce road traffic accidents. The main monitoring element of the system is to achieve a 10% MPG improvement, and as such the technology will be fitted to approximately 13,000 vehicles in approximately 1300 locations across the UK.
We have agreed and included in the National Agreement that all individuals have a right to privacy at work and jointly accepted that there is an obligation on both parties to sustain confidence and trust in relation to all employees, and that we should act in a way to engender that type of relationship. Accordingly the driver performance data will remain confidential to the individual and will not be displayed on notice boards or in league tables, nor will it form part of performance management. It is also agreed that this technology is not being deployed for use as a disciplinary tool or a source of information to be used in conduct cases.
The CWU will be fully involved in the deployment at all levels which we have agreed is essential if the full benefits are to be realised. This will include all aspects of the initiative including implementation, monitoring, assessment and profile adjustment where agreed necessary. It will also include training opportunities for a number of nominated CWU representatives, providing them with a system overview. Full training will be supplied to all employees who will be required to use the new technology, and the training package will be agreed in full with the CWU before the system is switched on. The proposed go live date is 5th October 2015.
The agreement will be the subject of joint review 6 months after deployment and periodically thereafter. The installation of the technology/devices is still expected to be finished during November 2015. Branches will be updated of further developments.

NATIONAL AGREEMENT BETWEEN ROYAL MAIL AND THE CWU
DEPLOYMENT AND USE OF DRIVER BEHAVIOUR TECHNOLOGY IN THE LIGHT COMMERCIAL FLEET

Introduction
Royal Mail and the Communication Workers Union are working together to develop key initiatives with the objective to improve safety whilst driving, at work and beyond, and as well as encouraging safer driving to develop improved fuel efficiency and reduced CO2 emissions.
As such, Royal Mail have committed to provide the CWU with genuine engagement at the development stage of key business policies underpinned by transparency and good quality information share in order that the CWU can influence and shape key National policies based on factual and reliable information before decisions are made.
In line with above commitments, Royal Mail, with input from the CWU, has now completed a tender process for the use of driver behaviour technology designed to improve driving style and behaviour. That will in turn improve driver safety and a reduction of road traffic collisions.
Pre-deployment Trial
Ahead of full deployment, the system was extensively trialled in a number of units in the West Region and subsequently trialled at a further 6 sites with full CWU involvement. The trials were deemed a success by both parties who agree that the system should now progress to further deployment.
The main monitoring element of the system is to achieve a 10% MPG improvement, and as such the technology will be fitted to approximately 13,000 vehicles in approximately 1300 locations.
CWU Involvement
It is agreed that the full involvement of the CWU at all levels is essential if the full benefits are to be realised, and the CWU will be involved in all aspects of the initiative including implementation, monitoring, assessment and profile adjustment where agreed necessary. This includes an opportunity for the training of a number of nominated CWU representatives, providing a system overview.
Driver Behaviour Capability
The whole purpose of this technology is designed to support individuals in achieving our shared objectives and should be seen as a positive experience that will identify opportunities for development, through positive help, coaching and encouragement, in line with the ethos of correction and improvement, not punishment.
Both parties agree that all individuals have a right to privacy at work and it is accepted that there is an obligation on both parties to sustain confidence and trust in relation to all employees, and that they should act in a way to engender that type of relationship. As such driver performance data will remain confidential to the individual and will not be displayed on notice boards or in league tables, nor will it form part of performance management. Driver Behaviour Key Measures
Royal Mail and the CWU believe that through the deployment and application of driver behaviour technology a 10% fuel efficiency achievement can be made. This will be achieved by providing real time feedback to the driver in the form of audible and visual warnings. This feedback will occur if one of the following harsh or moderate events occurs:
Acceleration
Braking
Cornering
In addition to the real-time feedback the following elements will be monitored
Vehicle idling time
Time spent in reverse gear
The range of areas to be measured and the parameters for the in cab indicators will be confirmed prior to deployment and will be jointly periodically reviewed to ensure continued effectiveness.
In line with the national joint statement on Growth, Efficiency and Incentives any operational savings/efficiencies achieved as a result of this initiative will be recorded and shared on a regular basis so that accurate information will be available if required in any future incentive/efficiency discussions. The recording and sharing of this information will enable a greater understanding between managers, representatives and employees of operational costs and the contribution that can be made.
Training
Full training will be supplied to all employees who will be required to use the new technology. This training package will be agreed in full with the CWU before the system is switched on.
Review

This agreement will be the subject of joint review 6 months after deployment and periodically thereafter. Any questions of interpretation, implementation or application of this agreement shall be referred to the respective Headquarters for resolution as a matter of urgency.

Introduction
This WTLL builds on the brief which was issued w/c 24th August where we shared information with frontline drivers about the installation of new vehicle technology into approximately 13,000 high-mileage vehicles across our delivery estate.
Discussions with the CWU have now concluded following the proof of concept trial and we’ve reached an agreement on progressing to the next stage of switching on the technology.
Overview
With over 47,000 vehicles across the Royal Mail fleet, maintenance and fuel are a significant proportion of our everyday costs. To support drivers when they’re out on the road, we’re introducing new technology to approximately 13,000 of our high-mileage vehicles.
The technology will provide drivers with in-cab real-time feedback on their driving behaviour, using a combination of LED lights on the dashboard which will move between green, amber and red along with a buzzer. This will help our drivers become more aware of their driving style.
Why do we need the technology?
Driver Behaviour technology is there to help you drive safely, to reduce the risk of collisions, avoid personal injury and avoid damage to both Royal Mail vehicles and third parties. In turn, it will improve our vehicle efficiency, reduce our fuel consumption by at least 10% and by saving fuel we help the environment.
As drivers you’ll also be able to use these refreshed driving skills at home.
Driver performance data will remain confidential to the individual. It will not be displayed on notice boards or in league tables, and it will not form part of performance management. This technology is also not being deployed for use as a disciplinary tool or a source of information to be used in conduct cases.
Actions
 Watch the training film together on Content on Demand (it’s four minutes long)
 Drivers should ensure they are aware of whether the vehicle they are allocated has the new technology installed
 Drive according to the conditions and limitations of the road, heeding the self-help indicators on the dashboard technology

Preparing your WTLL session
Managers will be provided with a toolkit to support go-live at their office in the coming weeks which contains the go-live date for your particular office, along with the training materials which includes a film and supporting leaflets.
If your site has already had the driver behaviour technology installed
The lights in the cab will be activated and will start working the first time a vehicle is used after 5th October. The training DVD will provide you with all the information you need to know about what makes the lights flash/beep and how changes in your driving style will reduce this.
If installation is due at your site on or after w/c 5th October
The lights will be activated at the time of installation, so the next time a driver users the vehicle the technology will be active. Again please ensure your drivers have seen the DVD before the installation takes place.
A small number of sites will not have any vehicles with the new hardware installed at this time. However, with the movement of vehicles across units and the use of reserve vehicles, all managers should ensure they are aware of the new technology and tailor their message accordingly.
Managers should reassure drivers that there are no cameras or listening devices installed as part of the new technology. It is simply there to provide drivers with information to help them self-develop their driving styles as a result of real time feedback whilst they’re out on the road.
The information will be visible to managers via a website where they will be able to view the driver behaviour by vehicle, and use the information to support drivers as part of their own development and training needs.

 Supporting leaflets will be included in the support toolkit for drivers to refer to and keep in the vehicle

They say it will not be used for conduct etc, but you wait until a opg has an accident because they were driving to fast or braking harder than the black box thinks is appropriate, I see it being used straight away.

What would the black box say when you mount the kerb to park I wonder, I know you should't do it but sometimes its necessary. Some vans already tell you when you're speeding and most of the time they're wrong, wonder just how accurate these trackers will be.

I think you are overestimating this technology. GPS accuracy is outside of 5 meters it won't give a reliable position in terms of on or off the kerb.

If someone has an accident 'because they were driving too fast' THEY DESERVE A CONDUCT!

Or an immediate sacking even.
