Bespoke Door 2 Door Item 1st & 2nd October 2015
Branches and CWU representatives will be aware of the fact that Royal Mail operates in an extremely competitive environment for direct mail and advertising revenue. The CWU recognises this and continues to support the businesses drive to increased revenue through growth in addressed and unaddressed products in order to protect jobs and terms and conditions. There is however a significant number of Door to Door customers that Royal Mail cannot currently capture for a variety of reasons and these potential customers end up advertising through competitors, using television, radio, press or other mail carriers who are eating into what was traditional workload in Royal Mail.
In order to improve Royal Mail’s prospects of capturing more work and revenue in this competitive market we have agreed to trial alternative D2D delivery methods (see LTB 596.15) to see if we can reduce the costing of the product and get a foothold in this particular sector. Through this type of contract we hope to be able to demonstrate to customers in this area of the market that Royal Mail can cope with this type of contract.
Whilst D2D is not something our members are particularly fond of on a day to day basis we have a responsibility to our members to work with Royal Mail to stem the threat of competition and the associated loss of workload and revenue, and to bring as much work as possible into our workplaces to help protect jobs and terms and conditions. That is why we have agreed to deliver this contract.
As far as the joint statement is concerned we have plagiarised the Joint Statement used last year for the World Cup contract and attempted to put in place things we believe will assist our representatives arrive at sensible operational arrangements through dialogue with their local managers, recognising that this will require willingness and commitment on their part as well to bring this about. Resourcing to workload for w/c 28th September will need to be reviewed in light of the joint statement and is an essential requirement of the joint statement. The statement is not too prescriptive and is intended to provide guidance and examples of what probably needs to be put in place to support our members and the operation over the whole week including any jointly identified additional resource being paid at SA rate. Serious consideration will also need to be given to the provision of replenishment and the feeder runs required to support this. It is important that H&S issues are taken fully into consideration indoor and outdoor.
As part of the resourcing discussions CWU Representatives will also wish to note that the Bespoke D2D contract due to be delivered W/C 28th September but not to be delivered on Monday 28th (see LTB 546.15) has now been reverted to a standard contract which means this contract can now be delivered Monday to Wednesday if that suits local arrangements.
Attached to this LTB are the postcodes where the items are being provided for delivery which in total amounts to 5m items for 620 delivery units at an average of 8k per unit spread across most of the UK (Not N. Ireland). The L, CH and some WA postcodes have been excluded. Units will need to check the contract manager to see what other items they can expect during w /c 28th September and factor this into their local discussions and resourcing plans.
Finally we have recognised that this contract that will undoubtedly stir sentiment and raise concerns and emotion in certain postcodes and in some of our members and as a consequence certain postcodes have not been included. This issue will need to be dealt with sympathetically in other areas of the UK with complete respect for the wishes of those concerned.
It would be appreciated if all Branches could please ensure that this LTB is circulated to all Delivery offices and CWU Delivery representatives without delay.

National Joint Statement Royal Mail & CWU
National Door to Door Drop 1st & 2nd October 2015
Introduction
Royal Mail has won a major contract (5M items) for a Door to Door drop across the UK, it will be delivered over two specific days only– Thursday 1st and Friday 2nd October.
Product Specification
Each item weighs approx. 30g, and is A4 sized and may require folding.
The items will be presented from the WBC in bundles of 100, so most walks can expect a number of full bundles and a residual bundle to make up to the correct volume for all the residential delivery points.
It is essential that the items are delivered over the two day period Thursday 1st/ Friday 2nd October and NOT before.
The booking is for all postcodes excluding L, some WA, and CH etc around the L postcodes.
Delivery Office Operational Arrangements
As a result of this Door to Door contract both parties have agreed that the normal arrangements contained within the BT 2010 Agreement for delivery arrangements will be adjusted and strengthened, and the following will be put in place for all delivery offices.
Urgent discussions will take place between the DOM and CWU rep to agree suitable arrangements including replenishment and feeder services to support the delivery of this item. Where necessary release will be provided for the CWU representative.
All normal Door to Door items will be delivered during Monday, Tuesday and Wednesday so that all Delivery routes are clear of all D2D items before the special items arrive and the commencement of delivery on Thursday 1st October.
Resourcing plans for the w/c 28th September will need to be revisited to ensure the bullet above and the 1st /2nd D2D items have been fully factored into any plan/arrangements for this week.
Any requirement for additional indoor hours during Wednesday 30th September will be discussed and agreed as necessary to enable the special items to be allocated to each delivery frame. This should be done in any period following departure from the delivery office on that day.
Where required additional hours will be introduced for the Indoor operation on both Thursday 1st and Friday 2nd October in order to get individuals out on to delivery in advance of their scheduled time. These hours should be identified in advance and committed to by individuals who will be paid at Scheduled Attendance rates.
Where extended delivery takes place on either or both Thursday 1st or Friday 2nd October to enable all products to be delivered to specification, this should be agreed in advance and, exceptionally this will be paid at Scheduled Attendance rate.
In all instances H&S will be a prime consideration.
Any individual concerns will be handled sensitively in line with fairness, dignity and fully respecting the views and sentiments of individuals. Local CWU representatives and DOM’s will work together to agree sensible and amicable solutions.
Any operational difficulties should be immediately raised with Delivery Directors and Divisional Representatives for resolution and if necessary with the National Delivery Director and CWU Assistant Secretary for resolution and practical solutions.

Is that the same sort of contact that we had last time where they were not folded, and we all ended up covered in crap, my shirt was black s well as my hands. I suppose it might rain and we end up posting mush.
Also see as a lot of DO's seem to be leaving deliveries, instead of getting all deliveries done, and RM are blaming sick leave for piss poor upper management and not enough staff. I'm not sure that people will do the OT to cover this, whats SA rate 10p and hour mre than normal?
Plus how do they expect us on longs and shorts to get all D2D done by Wednesday?
I realise we need to make money, but you can't do it without having the staff to do it!

RM must be getting paid a shed load for this contract to make it worth all the stress and overtime and probably failed walks due to lack of staff. Can't see anyone lapsing in our office if door to doors have to be done by Wednesday and then do them all again Thursday and Friday. No mention of anyone doing door to door on Saturday, they maybe forgot that's what we do now! Would like to see the net profit from this d to d when all the above is taken into account.

That's true. I just checked the previous time and it said 22.3 million items across most of the UK, this time it says 5 million across the UK. Implies that it will only be a quarter as many offices affected as last time, unless it was a typo.

all other d2ds delivered by weds ? Bob Gibson you live on another planet
, you come to our office and show us where the time is to prep all the normal d2ds ( 900 + calls each duty ) and deliver them by Wednesday on top of your other wonderful agreements lapsing , p&l , longs and shorts , anyway regardless I will be finishing on time and the rest will go back you can keep your o/t , so the quicker we can vote this clown out the better ,
