Thats not the job of te PEC! They should be cutting out the delay and showing the membership:

a. The original offer
b The amendments

That would tell us what Hayes & Co would have been prepared to agree to.

They know that would be like pouring petrol on the fire so why not delay it for a few days and hope that it blows over,so they can get back to the golf course.
