Postman refuses to deliver couple's mail in the morning - because he's scared to cross tiny rural road

Fury: Roy Bailey is angry that Royal Mail has stopped delivering to his house in the morning

A postman has refused to deliver a couple's mail in the mornings because he thinks it's too dangerous to cross the road.

Roy and Annabel Bailey have lived in their home, a centuries-old cottage by the side of the road outside a village in Berkshire, for nearly 40 years.

Recently they noticed that the new postman was delivering their letters in the afternoon - even though he drives right past their house every morning.

When they asked him what was going on, he said he was scared to stop by the side of the road and cross to their house opposite.

Mr Bailey, 78, wrote to the Royal Mail to complain - but bosses said that if the postman 'feels at risk in any way' he cannot be forced to cross the road to the home in Great Shefford.

The retired cameraman said: 'It just came out of the blue - they didn't consult us, there was no warning.

'We suddenly started noticing in April, when this new postman started, that our mail deliveries in the morning had stopped and we were getting the post as late as 3.30 in the afternoon.

'We were amazed - every postman for decades before this chap had managed to park and cross the road without incident. It's not even as if it's a dual carriageway, it's just a road out in the middle of the countryside.

'This is a ridiculous and unacceptable state of affairs and it's not affecting just us - we think other people aren't getting their morning mail either.

'I've lived in this house since 1979 and the postman has always delivered our mail in the morning on his way into the village.

'Now we have to wait till he's done all the other villages and is on his way back to his base in Hungerford in the afternoon, so he can park on the "right" side without having to walk across the road to us.

'It's more dangerous in fact, because he has to open the driver's door and step out into the road, walk round his van and come to our front door.'

Response: Royal Mail insisted that their postman is within his rights not to deliver in the morning

Ray Matthews, from Royal Mail's delivery office in Hungerford, told the couple: 'We have a duty of care regarding the safety of our postmen and women, and are duty bound to listen to any concerns they have on their respective deliveries, particularly when it comes to health and safety.

'Your current postman has expressed concerns that crossing the road to your address on his way out is dangerous and he does not wish to place himself at risk.
'I have spoken to our safety, health and environment advisor who states that if the postman feels at risk in any way, he should not be expected to place himself in jeopardy.'

The postal boss insisted that the Royal Mail was still fulfilling its legal duties, by carrying out a delivery before 3.30pm every day.

Mr Matthews offered to carry out an 'in-depth risk assessment on the area in question to evaluate the risks posed'.

Oh well, at least when we are fully privatised and the USO goes they will be happy. Being rural they probably won't even get a daily delivery! :roll:

Hate to say it but I side with RM on this. Not on the H & S grounds stated but the fact that why should these people get their post delivered especially early just because they want special treatment. They haven't paid extra for a morning delivery so why should they be treated differently to everybody else. The postman/postwoman will get there when he's/she's ready and not before? Someone has to be first just as someone has to be last and a hell of a lot of people fail to get their mail in the morning now... tis the Royal Mail way! :nana

Why not just pull across the road on the way in , stick his hazards on to warn oncoming traffic ,that way he is opening his door onto the verge and his safety is preserved . Much better than opening the door towards the white line and walking around the van.

We have a fair few addresses like this in our office.

But he passes it on his way back to the office, so its far easier to do on his return rather than on the outward. Also local posties posting on facebook have highlighted various points the DM haven't gone into.

Its a 50mph stretch of road but the speed limit is regularly broken, a misdemeanor the customer has been found guilty of in the past.
Also in the opposite direction to the picture is a sharp bend.

In the end though despite previous assertions this isn't H&S gone mad, it's a postie doing the job how he feel safest, and within the regulations and last delivery specifications. I would defend any postie in that situation and good on RM for doing so.

Just how important is it to receive the mail in the morning? Probably not!

This goes to show that so many people can do things the wrong way or even be wrong...

We deliver till 3.30pm - and someone has to be last - so suck it up!

I cannot believe another postie making light of the situation or even talking about H&S gone wrong. He will be parking immediately on the bend and on mostly the road; and his hazards will have very little effect on a speeding vehicle coming around the bend... And to suggest that he pulls up, facing the wrong direction in such a dangerous place is not very clever.

The postman is doing the right thing and it is good to get support from above. He parks where his vehicles is facing, and can use his mirror to see when the road is clear behind him and also in front before coming out of the cab. If too dangerous, he can even come out through the passenger side.

I hate crossing roads - when I do not need to. I get people setting up loops like they are on a bike; when they get just go down one side of the road and come back the other side - wtf?

I have to be honest.Looking at the photo I would rather deliver like the new postman does.

And also if an accident is caused by his parking near a blind bend the police will do him for it and also legions of lawyers will be queuing up to sue him and RM so I also agree with the postie

You MUST NOT leave your vehicle or trailer in a dangerous position or where it causes any unnecessary obstruction of the road.

Again no law would have been broken, and from working in a rural do and area, crashes on blind bends happen all the time, it is always the driver that is fully responsible. They should not be going round a corner at speeds that they cannot stop in the event of an obstruction. There could be tractors horses roadworks pedestrians etc round that bend they should approach the bend and be prepared to stop. A parked car is never liable for an accident
