we lapse 2 nearly all year apart from xmas talk of 3 in summer

This is what happens when crappy agreements are made and people vote with their wallets and fail to see the implications. We got a decent pay deal,agreed, however, we are paying it back in spades . That is why I voted to reject the deal,still,democracy rules!

I do not know why people insist on just calling Lapsing - a summer lapse; things have moved on from there. Some offices are now lapsing all year round except for christmas. We have been lapsing all year round going for more than 18 months... There is very little argument as most of us can still finish the duties within the contractual hours; it is only on very exceptional days that lapsing is not done by all.

The other issue is that, as long as people keep coming in early in order to flex the job, the justification for lapsing will remain along with the 'mail is down' (true in most parts) justification.

Only one* person has lost his round due to lapsing - he is an experienced staff but had gone down to 20 something hours; so he is now a reserve but he does not do too badly out it except for not knowing what he is doing from weak to weak and I am not sure about his days off whether it is still tied to his old round (and that was about 2+ years ago).

It is Lapsing and it can be used for Operational reasons and at any time. A manager can institute an impromptu lapse with absence or even sending a member of staff to another office as long it can be done and will not take staff over the contractual time; and with minimal disruption (people have to know roughly where there are going to do the lapse but P&L helps as only one person has to know).

*The other duties lapsed are duties are vacant duties - kept vacant deliberately over many months...

No OPG should be removed from their signed for duty.The agreement does not allow for this. Outdoor absorption should not be created, unless it is for more leave slots. you should only use vacant or long term sick duties.Those on here saying they have out door absorption all year around should maybe use the tools for the job. Wouldn't have so much time then and you would protect you full time duties.Get your trollies out and take the bag off your shoulder. Summer staffing agreement is exactly what it says. It is not all year around.

This sounds like my life but rest assured having rep in office thats the area rep seems to make no difference ,I think days of being on a round permanently are kind of gone except for favorites ,I can totally sympathise with your situation and especially not being able to plan because of the instability .

I was asked today whether I could go back to my old hours (ie start later to finish same time as most others) because my duty is third on the lapsing plans and they are looking to lapse three to four over the summer :neutral:
