overtime allocation agreement

Is there such a thing as a national agreement on allocation of overtime?
Would this be locally agreed within the office ?
The reason I ask is that people who perform overtime during the week are given priority when it comes to weekend overtime.
If you are unable to perform any overtime during the week you go to the bottom of the list and very rarely get allocated.
This can mean some people can end up with 20hrs + overtime perweek while others get nothing.
could this be challenged under discrimination?

I personally do not perform a great deal of overtime but would be nice to have the opportunity.
