theres no such agreement covering the number of reserves or ratio, as a very rough rule of thumb its approximately 1 reserve to every 8 members of staff(but actual need can be higher than this or even lower), this is due to every office make up being different, length of service and holiday purchases mean that annual leave cover varies not only from office to office but can change on a yearly basis in each individual office as such the requirement of reserves fluctuates
