Use it as you have been instructed to. Don't leave it for more than 10 minutes if that's what you've been told. Work up to your time. Bring the excess mail and parcels back. Continue this process until they change your duty.

10 minutes to make physical contact with a locked HCT, or 10 minutes to get a locked HCT back in sight?

If you have an 18 (or whatever) floor block of flats to deliver to, you break off from delivering to comply with which of the above is correct, then return to delivering.

No padlock? No delivery for addresses where the HCT will go out of sight, endorse mail, back to depot it goes.

Your duty will have been risk assessed for it to have been decided that an HCT is the correct method of delivery.
If you have informed your manageer that you have to leave it unattended for more than 10mins and he chooses to do nothing about it, then really it's down to him.

Are you padlocking it (either two wheels together or better still lock it to a lamp post or similar) ?

If so then you are complying with the correct procedures.

I bet many are not even aware that simply putting the delivery you mention onto a van duty will be the same position, as any van should not be left unattended for more than 10 mins either?

Singleton Van and Shared Van duties
DO
• Read and sign the ‘Security Rules For Drivers’ procedure every 6 months
• Be aware that both OPG’s on shared van duties are responsible for the security of the vehicle and ALL the mail contained within it
• Check that ALL locks work correctly and that mail can be securely contained within the vehicle before leaving the Delivery Office
• Carry ALL Special Delivery items in the cargo area of the van only (No exceptions)
• Only carry a small amount of mail in the cab using a single MB44 pouch at any one time
• Secure the MB44 pouch to the front passenger seat and ensure the pouch flap remains closed at all times when the vehicle is moving Only leave an MB44 pouch containing mail in the cab of an unattended vehicle for NO longer than 10 minutes. Every effort should be made to make this occurrence an exception and not the norm
• Remember it is either a passenger OR an MB44 delivery pouch on the front passenger seat. If a passenger is carried then ALL mail must be carried in the cargo area of the van
• Keep to the scheduled route where road and traffic conditions permit
• Close all windows fully and lock ALL doors and set alarms (where fitted) when leaving the vehicle to deliver mail or when parking at a Royal Mail site
• Remove the ignition key when leaving the vehicle and keep it on your person
• Clear your van of all mail items at the end of your duty
DON’T

• Ever carry or retain Special Delivery items in the cab area
• Carry loose items of mail in the cab area.
• Leave ANY mail in the cab area of a vehicle when you are leaving it unattended for longer than 10 minutes
• Carry any unauthorised passengers
• Leave any mail items in a van overnight

Note: There is a significant deterrent to criminal activity if the delivery officer remains in line of sight of the vehicle

Reading this, it seems that the 10minute rule is ONLY applicable if you happen to have any mail on the front seat of the van.

Thats the first of the 2 downlaods at that link i posted. The 2nd link specifies the 10 min limit for vans.

Which suggests you can leave it unattended for longer than 10 minutes.

All mail that is not scheduled for delivery when you leave the van unattended, should be secured in the back of the van and not left in the front, where it would be in sight and a present a security risk. That way, as previously stated, there is no minimum/maximum time to be away from the van.

I have used an HTC on flats before now. I was fortunate in having sufficient space INSIDE the building to leave the HCT locked and out of direct line of sight while doing the delivery.

The office I work at regularly uses the HTCs as mobile bag drops, parking it up and looping from it with a bag! Hence the hcts being supplied with chains & padlocks!

WHen I first started I was on a HCT walk as my training route - I got in bother for taking so long to deliver as I pushed the HCT everywhere, rather than looping from it... :thumbdown :roll:

And that's completely the wrong way to use an HCT.

It's not to be used as a mobile bag drop.

The whole idea is to take the weight off your shoulder.

Obviously been poorly coached and now under the mis-conception that this is the way to use an HCT.
