Ok....in my experience this is what happens. Someone buys a plot in a corner of a field and gets planning permission for a new house. The builders start and before long the postie finds that items such as Screwfix catalogues come to hand addressed to 'Plot 1' blah blah. Then elec/tele/broadband are connected and accounts/bumph also arrive. It's 50/50 whether the postie leaves these items with the builders or returns to sender. Eventually the house gets to the stage where the doors and windows are fitted. With luck the owner has chosen a door with a letterbox and items can now be delivered securely, albeit only after a slip and slide across a muddy building site and a struggle to reach the letterbox (steps not yet built, door still wrapped in polythene across letterbox). This is all acheived without anybody speaking to the postie, telling him/her what the house name is etc etc.
Once the house is inspected and passed by the authorities as habitable the authorities write to RM, ambulance service etc to advise about the new address. I have seen one of these letters once in an SPDO but in my own office posties just work it out without any input from managers, the company or the local authority.
What I'd like to know is.............does RM have a proper policy on when a building site becomes an address?
I suspect that when the local authority does it's inspection (I think this might be a certificate of completion) that's when the owners have to start paying council tax and the LA has to collect their rubbish etc.

On a side note what are the H&S aspects on walking across a building site, I know the construction industry has their own H&S code of wearing hard hats etc, would RM cover you in the event of an accident?
I think it's one of the many many grea areas in this job, you use your best judgement and get on with it.

Every month the person who performs your Aplus will get a Built / No built email containing addresses where the council have granted permission for the build. The Aplus person should then ask the postie if the address is built or not. Once the address is built and has safe access to a letter box it should be considered built and the postie can say yes.
The address is then added to the aplus system / sequenced and the mail will flow in the Mech.

I would of thought if the address is not on the A+ and the A+ champion is unaware of it then send back as no access ect.

An existing property on my duty was knocked down and a new one is being built in its place. So the address exists. The site is surrounded by boards but despite the cost of the work being well into 6 figures the owner/builders haven't bothered to make any allowance for mail delivered while the work is in progress. They couldn't even be bothered to spend a few quid putting a slot in the board with a box behind it. Most of the time the temporary gates are shut. There's a big sign outside saying no access without site induction, hard hat, boots etc.
