Dear Colleagues,
Postbox Strategy – Joint Statement on Overrunning Deliveries
Following queries into the department regarding the process for Delivery OPGs to follow when they have situations where they believe it will be unlikely for them to complete their delivery; we have agreed the attached Joint Statement. The Joint Statement makes it clear that Postbox collections on delivery now form part of the considerations/solutions where deliveries are likely to overrun on an equal basis to the delivery of mail.
Also, as discussions are taking place with Royal Mail in separate talks regarding a revised Conduct Code the attached Joint Statement was concluded with this in mind. The Joint Statement confirms that the terms of Appendix 3 of the conduct code remain applicable when dealing with overrunning deliveries but now incorporate collections on delivery.
In essence this is about providing clarity to all concerned that there is a responsibility to make sure the USO obligation for both the delivery and the collection of mail has been considered on an equal basis when considering the appropriate actions to deal with overrunning deliveries.

National Joint Statement
Postbox Strategy including Collections on Delivery
Overrunning Deliveries
With the deployment of the Postbox Strategy including the collections on delivery project, an increasing number of delivery postmen and women will be undertaking both collection and delivery aspects of our universal service obligation on their delivery routes.
It is important to note that both aspects of the USO are of equal importance and it is vital that one does not take precedence over the other.
As a reminder the USO obligation is detailed as below:
At least one delivery of letters every Monday to Saturday-
(a) to the home or premises of every individual or other person in the United Kingdom, or
(b) to such identifiable points for the delivery of postal packets as OFCOM may approve.
At least one delivery of other postal packets every Monday to Friday to the places within paragraph (a) or (b).
The references in this requirement to the delivery of letters or other postal packets include the delivery of packets posted outside the United Kingdom.
At least one collection of letters every Monday to Saturday-
from every access point in the United Kingdom used for the purpose of receiving postal packets, or any class of them, for onwards transmission in connection with the provision of a universal postal service.
At least one collection of other postal packets every Monday to Friday from every access point in the United Kingdom used for that purpose. The references in this requirement to the onwards transmission of letters or other postal packets include their onwards transmission to places outside the United Kingdom.
Royal Mail and the CWU are currently working on a revised version of the Conduct Code. However until such time as those discussions have concluded in a revised agreement, the terms of Appendix 3 of the conduct code remain applicable when dealing with overrunning deliveries but now incorporate collections on delivery.

The bit I'm hazy on, is when you tell your line manager you won't be able to complete and how much you need to leave, or more diplomatically, asking them how to structure your day to enable you to finish on time, and you get a load of "You've got to take it. You've got to take it. There's isn't anyone else to do it. It'll be there tomorrow."
Do these fools up on high even know how their line managers behave when you inform them you can't complete?
We have a review coming up. The DOM is hellbent on shoehorning more onto the duties that most of us just about get done on time, working at a safe pace. Not only will we have to learn to judge a walk with more on it, but chances are it's going to make these chats a lot more regular.

Well you know who to blame the runners if they can do it why not you for my bonus DOM says. We can blame them as much as we like K but nothing is going to change is it? The DOM is not going to do anything about these Runners because in his eyes they are making him money (and the same all the way up the line). He's not going to shoot himself in the foot is he?k979aaa wrote:[

I agree with you they are a bunch of self centered, short sighted twats. They're the same Dickheads that have jumped at the opportunity to sign away God Knows What just for a few hundred quid. Have any Offices found an effective way to deal with these idiots?
