According to you the union begins and ends with the local rep and members, that's fine with me, I can handle that and to be honest my members don't seem to have a problem with their local representation but maybe you could explain to my members where their subs are going because that's the question they are asking me..more and more often these days.

This is so untrue, we have had a Disagreement in since last summer, which went to a 3, and there it has stayed
Every Divisional Rep has too meet the IR manager each month to review every disagreement in their division. There is no such thing as a Unlatural disagreement anymore taken out by one side and ingnored. If one side registers a disagreement it is raised to the next level and reviewed by the Divisional Rep and IR manager to ensure timescales are kept too and that no executive has taken place.

In the local office the rep has never had a stronger postion , he has a legal right to disagree. No doubt many will come on here and blame the area rep. The reality is when a rep volunteers for any postion you have to step up to the plate. Support should be there for him or her that is a given but the role of the local rep is to represent the members in their office.

Applaud much of what you say.
I appreciate that you take time to come on this forum (and sadly take abuse).
Disagreement is fine .. abuse is not.
You say that the Local Rep has never been stronger. That might be fine in 'black and white' agreements but on the ground it does not work like that . I do believe that many of the posts (and DVB in particular) try to make that point. (maybe not that well)
So; maybe the nub of the problem is that the Union does not see that the workforce do not get the 'benefit' of these agreements.
I can only refer to the two offices that I have worked in.
Both are basically the same.
The local Rep is ignored - because that suits the members .
The Local Rep is pilloried for being in the pocket of the DOM and having the easiest Duty (whether that is true or not)
The Local Rep is seen as an easy target as they get off their duty to do work with the DOM/Planners
The Members do not give a f**K about each other. 'I'm alright Jack ' prevails
The Local Rep can talk endlessly about people working their hours and starting / finishing at the correct times . And be ignored .
Local management will ride over any agreement ; so the mail gets out. Allow Ghost OT etc etc
So, who is to blame?
Everyone.
EA by Management. Weak Union. Apathetic members (as long as the individual is OK. The list could be endless

Hampshireman I as a local rep agree wit everything you have just written apparently I'm a nest featherer only in it for myself when we n reality I try my best to do the right things for the majority.And don't talk to me about start times and breaks I'm sick of having the same conversations e.g. wy are we still lapsing my reply is always the same if you come in early and don't take a break you will lapse come in on time take your breaks you will rarely lapse but always falls on death ears.

I'd ask the question of all full time reps as to why the membership is apathetic, what have they done to bring unity and understanding of the union process, how often have they visited the shop floor and asked if there are any problems. I would be the first to admit that there are no holds barred as far as I am concerned when it comes to highlighting the failures of the union. Is it coincidence that what have been a series of disastrous agreements has contributed in no small measure that apathy is rife amongst the membership. That part timers on an unprecedented scale has been allowed to flourish and with that a weakened union presence in the workplace. As for the CWU hierarchy, sinecures in the main at not inconsiderable cost.
