MISSING a parcel delivery while you are at home is annoying - but a postman has been caught posting a missed delivery card without attempting to deliver the package to the addressee who was inside the house at the time.

In the time-stamped CCTV stills which will trouble anyone awaiting important Christmas deliveries, the Royal Mail postman can be seen rushing towards the house with only the Sorry We Missed You card in his hands.

He is also not carrying the electronic pad to collect the signature and returns to his vehicle just seconds later before driving off.

Royal Mail has apologised for the inconvenience caused to the customer.

They believe it was an isolated incident and have promised to investigate the circumstances surrounding the incident.

John Carnie was at home in the Lansdowne Road area with his partner when they heard the card asking them to collect the parcel from the Royal Mail office in Wainwright Road, Warndon Villages, being pushed through their letterbox.

The couple claim the postman did not attempt to ring the doorbell or knock the door to hand over the package.

In fact, when Mr Carnie checked CCTV footage captured outside his house on Friday, he could clearly see the postman was not even carrying a parcel and took just under 20 seconds to drop off the card and leave.

He said he appreciated staff were busy at this time of year but it was no excuse to not try to deliver mail.

"[The missed delivery card] was timed at 12.30pm but my CCTV camera noted it was in fact 12.42pm.

"The van stops outside my house, the postman sprints out of his van leaving the van door wide open and 20 seconds later he drives off.

"We were both in the house - he didn't knock and he definitely did not ring the bell.

"Is it now the policy of Royal Mail not to deliver but make the customers collect?

"They might as well get rid of the vans and just use the normal postman to leave a card stating a parcel is waiting for you.

"That would reduce the costs of running Royal Mail."

Val Bodden, Royal Mail spokeswoman, said: “Royal Mail apologises to the customer for the inconvenience caused on this occasion.

"We believe it was an isolated incident.

"Nevertheless, we are looking into the circumstances surrounding this matter as we always want to provide the best customer service possible and deliver first time, every time.”

Impossible to tell from the photo but could it have been a customs charge card ? anyway as the saying goes can't let the truth get in the way of a good story.

Regardless of that, he should have locked the vehicle when he left it, whatever the card in his hand, he and people doing the job like he is there are causing the problems for the rest of us. Knob.

Good point overlooked that trying to defend him for 1 of my pet hates when the customer says you didn't knock, anyway what do you reckon in the passenger seat, is it another postie or some unattended mail it's hard to tell.

I don't get how this can happen TBH, why wouldn't they even try to deliver the parcel? but I've had this happen to me before, no knock, just a card pushed through and by the time I had opened the door, they had gone, already driving away in there van.

The DPA contains an exemption for domestic use, however, so a householder who has a camera on their property for their own personal use would not be covered by the DPA even if the camera overlooks the street or other public areas near their home. This exemption also applies to recreational use, eg by using a mobile phone or camcorder.

The judges said: “The operation of a camera system, as a result of which a video recording of people is stored on a continuous recording device such as a hard disk drive, installed by an individual on his family home for the purposes of protecting the property, health and life of the homeowners, but which also monitors a public space, does not amount to the processing of data in the course of a purely personal or household activity, for the purposes of that provision.”

This contradicts the application of the directive in the UK. Kathryn Wynn, senior associate at Pinsent Masons, said the UK Information Commissioner’s Office (ICO) had always taken the view that a camera on someone’s house was outside of the law.

Householders who have surveillance cameras that capture public space would have to put up a notice informing people they are being filmed and make sure footage was not unduly retained, she said.

“The overarching concern is if you have two neighbours in dispute and one installs CCTV to capture their neighbour doing whatever they are complaining about, the other will run off to the ICO and complain about use of the film,” she said. “The ICO will start to get pulled into domestic property disputes.” However, she emphasised that the ruling made it clear that footage of criminal activity could still be used.

An ICO spokesman said: “We are just considering the ruling and what implications might have.”

The use of the camera and legality is not relevant here as they are not suing or this is not evidence in a criminal or civil court...

However, the point is clearly made - the postie took about 20 seconds to bolt from his van to deliver a card without knocking or letting householder know his intentions.

If these two were on a park and loop and shared van then the Custom charge card excuse might just about come into play but even it should have been delivered with the letters. And if this was handed to them on the way out and they forgot to deliver with letters, they should still try to explain to the customer what it is.

Most customers do not have a clue about charges 'card' for incorrect postage, custom charges or otherwise; most will come to the same conclusion -'where is my parcel/item?'. And it does not help when they are clearly at home.

Hard to tell from the picture, but it does look more like a grey customs/surcharge card. But then why would they be delivering it in a van. I've had people screaming abuse at me before when posting these for not knocking
Anyway, I've had courier drivers does this before at xmas, and when challenged said oh I don't have the parcel with me. We just fill the van with what we can take then write out cards for the rest

Thinking about it, the only thing that makes sense here is that delivery was attempted and noone was in and the postie had ran out of p739 cards meaning they had to return at the end of the loop to post the card.
