Delivery Outdoor Planning Values – Validation Exercise

The vast majority of Industrial Engineers can be relied upon to set accurate Standard Minute Values for tasks that they measure. There will be always be some fluctuations in the results as some IEs are more skilled than others when it comes to Rating (BSI) however there will be controls in place to discard unreliable study data and ensure the statistical integrity of the results. IEs are trained to be objective in their work and are well aware of the importance of setting accurate values that cover all of the workload.

I don't doubt the integrity of the Industrial Engineers but I would imagine they will hand over the raw data to Royal Mail where it will be "processed" into a report then handed to the CWU, As you know raw data can be made to say anything given the right spin and I have zero confidence in the same CWU team that agreed that DTN takes no time being able to see through the smoke and mirrors on a heavily doctored report.

Even if the data comes back positively and shows a need for more investment in deliveries what does the union do if Royal Mail says this investment would seriously compromise their ability to compete and lead to further job losses?

On past experience...fold.

The point is Fish the actual Standard Minute Value becomes a little meaningless when people who have no concept of performance management are allowed to set the targets.

Working up time studies into RM Planning Values is not an overly long process (although agreeing them may be) and I was just wondering what changes have been made so far to Delivery PVs as a result of this exercise.
