Streaming is not agreed in fact it shouldn't be happening.

From and LTB in 2010 but its still valid as no agreement has been made since:
Dear Colleagues,

During the recent ADR briefings the subject of ‘Streaming or Skimming’ of mail was raised by a number of reps and subsequently raised by me at the NDG. Royal Mail’s response was that they were unaware of it and it was only anecdotal, they needed firmer ‘evidence’. Therefore could reps please supply the dept via email with any instances where this has occurred or is occurring, naming the office and the manager of the office and how frequently this has occurred, and how the streaming actually occurs. In some cases the decision of what not to deliver has been left to OPGs which in itself is unacceptable. In other instances it forms part of absorption/lapsing where an OPG is taken off a delivery to allow others to absorb the delivery by only delivering the 1c and leaving everything else in the frame.
Your urgent attention and response to this request would be greatly appreciated.

Please send your replies to bgibson@cwu.org no later than Thursday 11th November 2010.

Thanks
Bob Gibson

On the same topic, a colleague has been threatened by his manager that if he doesn't work overtime to complete the delivery (ie not finish on his time each day) he will be taken off the duty.

Two points...

1. Isn't this an admission that the duty is too big
&
2. Can he does this?

Just a bullying tactic to scare him into working over for nothing.

I think maybe the manager could argue that your colleague isnt "suited" to this duty IF a replacement covering it finishes with no problems. Other than that I dont think he can move you off a duty, but I dont know 100%

1. No capability, age, health and various other factors come into it - which the manager should recognise and deal with.

2. Yes/No. He cant use his failure to complete as a reason to move him, but he can move him for operational reasons. If they try it he needs to involve the Union.

There will always be some asshole who is prepared to come in early and steal a person's duty, thats the calibre of the people we work with.

Where does it say they need to come in early to complete the duty in their contracted hours?
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

If the person concerned can't do the duty in his hours, the chances are someone else will have to cut corners to get the job done either by coming in early or doorstepping or any of the many ways people f&&k this job up,so instead of sticking together some asshole will do that in my experience, does that help you understand.
