this is the whole reason RM is being left behind competitors.
Yes I understand we get paid for 'junk' and its keeping us in a job, but on the flip side "lets leave RM to be an inefficient company so we have jobs" is all well and good until RM is behind other companys and then guess what!? we start losing jobs....

All the time competitors are allowed to "cherrypick" what and where etc, Royal Mail have got to resort to other methods to increase revenue. Until Ofcom actually come out and say that we are being handicapped by the current legislation and Parliament actually put into force an Act that ensures a level playing field for all concerned. And if and when (!?) this occurs it'll thereby also ensure that the competition adhere to the same legislation, until then it's just a downward spiral and a race to the bottom via cheap contracts from the competition - "we can do it cheaper than the anyone else and deliver on time" then we're stuck with the current situation. Either that or the USO will be thrown out of the window and it'll just be a free for all then.
