Schools fine people for taking their kids out of school a few days early, prior to a school holiday, so they can take it out of that.

In our office ,lots of customers have their mail held for free, sometimes 2 or 3 days at a time,it sits in the frame going nowhere, we call it absorption.

Is call collect not still free, all the schools in our area used to set one up just before the holidays, and the school secretary would come in every couple of days to collect it.

You've got that right. I was doing absorption on another nearby street one time at about 2.15pm and some punter asked me why the mail was late, given that he lived so near to the DO and he "usually got his mail in the morning." I explained that I'd already done a full round and that where he lived was on an absorbed round (I explained it without using RM jargon of course) and that living near the DO ironically meant you were likely to get your mail much later than a street several miles away.
Such is the crazy topsy-turvy world of RM in 2014.

Ain't it strange how Ofcom can treat TNT differently though?? Royal Mail are still trying to stop them cherry picking their own selective customers!!

Because the normal workload is too high , then absorption on top makes it impossible to do, therefore it is left in the frame . We are talking very high levels of absorption ,100+ extra points for everybody. What do you do with the tray?
