I am in agreement with ZX135 on this - the flexibility agreement specifically states:
Both parties are committed to introducing new ways of working throughout the business by April 2008. In order to achieve this there will be a trial in four offices per AGM area covering the following:
- New arrangements to cover for one another and develop sensible options to absorb absences, and increased workload, where time exists within normal hours
- To ensure all paid work hours are utilised
- To creates a working environment where employees, CWU reps and managers feel valued and motivated.
This flexibility could also facilitate arrangements for employees to make their own arrangements to cover and swap duties (subject to approval from their manager) – within contracted hours, providing quality of service is not adversely affected and there are no additional costs to the business.

Summer staffing = extra leave allocated by using absorption during a period during the quieter summer months that can be used in agreement to allow extra leave slots
Covering for one another = Covering duties due to absence if time permits within existing duties - at any time of the year not just in summer

Although I can't see a problem with utilising all paid hours, and when with RM I used to do my fair share of absorption, the problem once again lies with the fact that RM don't employ real managers, just puppets that can't think for themselves, the problem with working all paid hours is,you have management (use that word loosely ) are forcing people who are doing the job properly and their duty takes them to their time, to absorb and go over, while you have people doing their own duty, absorption,and still finishing , an hour or two early and going home, in my old office we had posties going home at 10.30, others where taking till 2.15 proper finishing time for that duty,still being leaned on to go out and do absorption. This is where the whole system falls down, the 10.30 finishers should have been covering the extra absorption, if they did they would still be finished early.

So true. In our DO lapsing has been reduced from 6 days to 2 days a week, if you've got time, no pressure. All down to the rep knowing he'll be backed by us.
It really would be nice if the two worlds of DELIVERY & MANAGEMENT were in someway connected.
Management must hate this site as it's probably the only place most of us find out what we're meant to do, and what we're not meant to be doing. On the other hand Management appear to operate under some sort of Bullshit Charter where they're allowed to make up agreements and blatantly lie about what Posties are really meant to be doing during their working day!
Unfortunately a lot of our colleagues simply don't seem to have any will power of their own to stand up to some bullying manager and tell him he's full of s**t and making it up as he goes along. I love the, "Lets go into my office and we'll discuss it" routine. No I'd rather remain on the shop floor surrounded by my fellow Posties, who can hear you trying to bully & intimidate me into doing something you've just made up, and is not part of any agreement in any way or form.....and perhaps plant a seed in their mind that they to can say NO to something that they're not meant to be doing!

My DO has been lapsing 6 walks since January. Whatever's left goes out on O/T. It will only get worse. Anything to fatten up that bonus cheque the DIM receives.

Wrong.. you guys need to have a chat with your area reps. Lapsing is strictly on mail volumes.
once again, time for everyone to realise we have a start time, and a finishing time. What reasonably can be done in those hours gets done, anything above that then either follow cut off procedure or book overtime. Its not worth getting upset or annoyed about this anymore. RM want you to work your hours, which I think is reasonable, but they have to make the workload achievable, which in many cases theyre not doing. The days of rushing around and finishing early are gone, the managers dont care if you work faster than everyone else and have done the same or more "workload", if youre coming back to the office early on a consistent basis, expect more work to be given to you. So better make your mind up sooner rather than later about how much you want to rush around every day.

Still waiting on you posting exactly where in a national agreement that says lapsing is not to be used to cover absence
Also we both specifically stated "if time permits" that's where the workload element comes into it, but again it does not state anywhere in any agreement that absorption can't be used to cover absence

Well not "Strictly" but if your traffic (volume) is higher than the model week, then you are not going to have any scope to lapse or absorb whether its based on Absence or planned lapsing.
