National Agreement Workplace Coach Programme 2014 - Delivery and Collections
Further to LTB 111/14 dated 17th February 2014 Branches and Representatives will be aware that we have been in discussions with Royal Mail over a number of months to revise the existing 2006 National Agreement "Induction Training with Coaching Support".
Both parties had previously agreed that the existing agreement was out of date and needed to be revised to reflect the current operation and requirements following transformation, it was also agreed that the revised agreement would be a stand alone agreement applicable to Delivery and Collections only.
The role of the Workplace Coach will be to welcome and induct new employees and provide coaching and support for existing employees through a consistent national method of training and coaching outlined within the revised agreement.
The self assessment, selection process and appeals process remain in the agreement but the application process will now be carried out online. The Annex A to the original agreement (Workplace Coaches) has now been incorporated into the main body of the agreement and updated accordingly.
The main differences between the previous agreement and the revised agreement are:
The inclusion of the 1:25 ratio of WPC to employees including a chart showing how the ratio is applied (paragraph 3)
A clear definition of what the WPC is not responsible for (paragraph 3.2).
A guide as to how workload will be allocated where there is more than 1 coach (last bullet of paragraph 6)
An agreed process for dealing with capability issues or where there is a lack of willingness on the part of the coach to carry out their responsibility (Paragraph 11.6)
In addition we have also agreed with Royal Mail that the CWU slot which was afforded to CWU officials to attend the Induction event remains in place. (paragraph 3.3)

Branches and Representatives should also note that any reference to World Class Mail has been removed from the document and also the supporting Delivery and Collection Guide.
We have also agreed that the responsibility for monitoring the roll out and use of WPC going forward will fall into the People Involvement and Training Strand of the Integrated Delivery Programme, who will be reviewing the entire training materials, and initially the Strand will also be dealing with the deployment process of the revised agreement.
Attached to this LTB is the revised National Agreement, a WPC Delivery and Collection guidance document which supports the agreement and should be used in conjunction with the agreement, also the current list of staff in post versus the number of WPCs for each unit so that Representatives will be able to see first hand the units which will be high on the list for recruitment of WPCs.
The aim is to start recruitment & training in accordance with the new agreement by the mid to the end of August with an aim of completion by March 2015.
