I think the real reason that such are large proportion of our mail bag is TNT dsa is down to the fact that it is US delivering it cheaper than we are allowed to charge for ourselves. Ofcom are under political influence and will toe the line and make 'competition' expected by the E-USSR the main factor in their decision, despite the USO and despite the fact that the competition is inherently unfair.
So, it will probably come down to US to make the decision, as you infer. They can be forced to allow competition by the bullies in Bruxelles, they can be compelled as a company by the incompetents at Ofcom to carry on as now effectively subsidizing a rival business. If it comes down to US to make the decision not to handle access mail, we should do it wisely. As there is an agreement not to refuse it, as a union we should 'cherry pick' THEIR mail, and only deliver to densely populated areas (like they do and will expand into further) and tell 'em to invest in their own infrastructure to deliver the rural stuff. Of course the colossal cost of this would make that impossible, even if someone was daft enough to lend them the money to do so. The sheer inefficiency of rural route duplication would have them howling in despair to anyone who'd listen. Then we can point out the same thing regarding the profitable areas.
So yes, ultimately I believe WE are the only people who can act freely on this issue and save RM and the USO for future generations. You can't trust the E-USSR, can't rely on the government and certainly not on the old plods' club Ofcom.

So Ofcom can require RM (as the USO provider) to provide access to our network and can fine us if we do not comply. Leaving aside the niceties of the precise legal position of this arrangement and questions over the exact consequences of failing to meet the Ofcom requirements, in all practical interpretations it means that we don't have the option of telling Ofcom, TNT etc to "do one". Aside from ensuring provision of a USO, Ofcom clearly has an agenda of promoting competition in postal services. It has acknowledged that it sees downstream access as a means of providing a foothold for Royal Mail's competitors to develop fully competitive end-to-end delivery services. To that it extent it must be delighted with the way things are progressing and I can't see why it would want to fine TNT for doing exactly what Ofcom hoped it would do.
And yes I know how Ofcom is funded - so what?

I'm sorry but working at mcdonalds for minimum rate is hardly comparable with earning £10 an hours at RM. for a starter, however s**t the service is and the fact you regularly get served cold food, people WILL continue to go there because to be honest the food tastes good. The only reason RM pay such good wages is because of the strength of the union and the fact that they had no competition for such a long time. Now we have competition, the mentality will have to change at some point. I have worked in many places before RM and for the majority people worked for the money not for the fun of it! Leave your little bubble for a while and go speak to people in the real world. Go see people working in Sainsbury's, Tesco or McDonalds etc Ask them about their enthusiasm for their jobs! For a vast majority of low level workers
they are paid for their time, enthusiasm is reserved for the lucky few who have good jobs or fat salaries. The work rate for many postal workers is reasonable in a majority of cases, at least from what I have seen. Perhaps your office is full of work shy layabouts and you are just such a super star they can't keep up with you?Little bit of news for you, employers like team players, if you think a cull is coming watch your own back before worrying about others!
Trust me, it won't be long until RM will start using people's work rate to decide who deserves a job, rather than how long they have 'worked their bollocks off' for. (Or not in many peoples case)

Oh and if it comes down to work rate then say bye bye to 90% of management. It took two of them to be out in their car the other day to give some people a few so called missorts. Why is that?
