I think what it says albeit in double speak is that with an open porch and an internal door letterbox, then the porch is not the official delivery point, the internal door is.

However, if the Porch has a letterbox then the letterbox on the porch is the delivery point, not the porch itself.

So in a roundabout way its saying you cannot leave packets in an insecure porch if you know its insecure.

Yes, because if you don't open it you have a defence of assuming it was secure.

Also, a door can be closed, but not locked, but it can still be assumed to be a secure delivery point because the residents are present or can be assumed to be.


They way I see it, is if the door is closed its a safe delivery point, after all, I am not obligated to check every door to make sure, even if they are regularly unlocked. But if its open, or I open it then its not a safe delivery point and I then try to attract the attention of the residents by shouting "Post", or pass it into their hands. If no resident is present then I bring the mail back and endorse it as "insecure". I think we may be overthinking this.
