Guernsey's postal flower industry says 'it's too late' for their businesses as a final attempt to reinstate Low Value Consignment Relief fails.

The tax exemption had allowed Channel Island products under £15 to be sent to the UK without paying VAT. But the British government outlawed it in 2012 because too many companies were taking advantage of the loophole.

Now the Channel Islands' latest attempt to bring back the tax relief has failed.

Guernsey Postal Flower Association representative Mark Fletcher said: "To be absolutely honest, I think it's too late. We've actually lost 70 per cent of these postal companies - they've actually given up. The survival of our business; we're looking at it on a six-monthly basis as we speak - it's that serious."

But the Channel Islands can still set low rates of income tax and attract wealthy tax exiles.
