What is a universal postal service?

EU Directive 97/67/EC set up a new EU framework for the regulation of postal services, which ensured the provision of a universal postal service in each member state. This defined the minimum characteristics of this universal service as:
•one collection from appropriate access points every working day
•one delivery to all addresses every working day
•to include postal items and packages up to 20 kilograms; plus
•a service for registered items and insured items

the uk legislation doesnt put a maximum weight on it, it actually states all postal packets in fact the UK USO is more stringent that the minimum EU requirements

(3) The references in this requirement to the delivery of letters or other postal packets include the delivery of packets posted outside the United Kingdom.

Me and my Park and Poop partner will be doing that shortly I'm sure! already been told to leave parcels when we said we're struggling with knock on's today and take the lapse as it's 'part of your duty' apparently :roll:

Changes to legislation:

There are outstanding changes not yet made by the legislation.gov.uk editorial team to Postal Services Act

The Act went further than the 1997 Directive by defining Saturday as a working day, so Royal Mail is required to deliver letters on six days a week (the universal service for parcels is delivery on five days a week, Monday to Friday). your out of date it changed

Who cares what they ask you to do, just take it to your time and leave whatever they want. We roll our packets over for days and days at Christmas.

The changes are there they don't affect the USO for delivery of mail as per the USO that I posted

Exactly, at no point does it state that only packets under 20kg are covered, the uso at no point mentions a weight limit on parcels covered by uso, they all are

The 2014 Agenda for Growth agreement states very clearly that lapsing should be considered in relation to predicted mail volumes and specifically states it MUST NOT be used to cover staffing problems.
