Operational costs of sending out a card telling you they can't deliver your card (and handling charges). If RM do not get the pound back the whole process ends up in this case costing them money by not delivering the item.

I work in rp and on a quiet night there is usually well over 5-600 items to be surcharged and the most of them are 9p, a lot of 20p and a lot of 1p and 2p. So even to let one through would be unfair on all the others. Why should some folk get away with it, I've seen so many reused stamps and people putting on stickers that look nothing like stamps it's unreal.

If the letter had got as far as me without being surcharged, I would have delivered it
a) because it was a Mother's Day card and
b) because I'm not a jobsworth.

We once trialled "honesty cards" (or maybe trust cards) where we delivered the underpaid item with a little note attached explaining that it was underpaid and would they like to pop down to the PO and pay it.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

Yes and some customers did send the honesty cards back but not with the payment attached to them but usually foul mouthed obscenities scrawled over them

No longer "most of them are 9p" now, most are 11p = 73p second class Large Letter - 62p first class Letter :Very Happy

Personally I think items like mothers day card should be delivered and not surcharged if the postage is slightly over with a sticker attached explaining what we have done.

As the original post points out there are discrepancies between Post Offices as to how the pricing in proportion template is used.
For your analogy to hold any water you would have to have people "caught" speeding at 28mph in a 30mph zone.

And those businesses screwing the PPI system are hardly going to start disguising their business mail as birthday cards.
