I would have gone apeshit. You delivered your share of the dtd when you covered his round. Don't see you have done anything wrong. Take union rep with you and just tell boss you did one sixth, end of story. f**k em.

If management instructed him to deliver all of them, then he has the right, as do all of us, to not work more than his contracted hours.

He made the decision to not deliver not management, and that is the basis of the conduct interview. Is it fair, no, but hopefully all he'll get is a slap on the wrist and the chance to make this a learning experience. (Apologies for the WPC language)
He said he delivered 20-25% of them which is obv more than 1/6th so how can he be disciplined?

Because he took them out of the frame off his own back and without being instructed to do so, when he saw them there he should have gone to see a manager straight away.

The manager may have instructed someone to throw them in as he was either going to pay the poster the overtime if he wanted it, or someone else.

Or the manager may not have been aware and the duty holder was chancing his arm. The manager needed to be made aware.

Or a 3rd Possibility is that the manager was aware they had been and was (unfairly) expecting the poster to take where he was going within his contracted hours and get the rest covered, and the duty holder to take the left overs.

Yes he delivered his more than he was due to, and if he had put them in the frame himself then there would be no problem. It is a "reasonable" request by management that you deliver all the D2Ds that are in your frame as long as they don't expect you to work over. If the work they have given you means you will run over then there is a procedure to follow, deciding not to deliver them without reference to a manager is not part of that process.

As I said its unfair and its a symptom of the way Royal Mail managers are both trained and how they value staff, but if you don't play by their rules they will bite you in the arse.

OP has done nothing wrong and didn't need to see manager. He has delivered his sixth, that's all that matters. Just because they were thrown into the frame doesn't mean they have to be delivered. Not in my office anyway. Most frames have door to doors in at any given time, most just deliver to where they are going but this isn't 'the law' and nobody knows anyway if any particular house had mail that day.

What about the fact that none of them were prepped in on the Monday or the Tuesday?

What happened to the 75-80 % you didn't deliver? Did you take them out of the frame?
