Polling cards, who pays for our supplements?

Our d/o has 3 council areas, 2 of them get 3 days to deliver the poll cards,
Ours had to be done in 1 day, and told we can't book any overtime if claiming the 3.5p cards!
They backed down and allowed us payed o/t in the end when we looked like leaving loads in,
I assumed it came from the government kitty to pay for the delivery of these,
Obviously the council I deliver to got a better deal by using a rival supplier and got a quicker service!

The national agreement states that you have 3 WORKING days to deliver addressed poll cards and 7 for leaflets.

we said its 3 days but they said only if stamped RM 2nd and because ours we're another supplier they must be treated as 1st class and delivered in 1 day.

we had to deliver them in one day , no overtime, but 5p per address ,and if we cut off we could not claim overtime the next day,this was agreed by rep, we were an hour over, why the different payment per polling card or address

Yes that's true if they come through the d2d process then your screwed. That's not normally the case though.

Yes you are quite correct, I was wrong and looking at the "delivered by royalmail" section.

Your right it doesn't hower there is a letter in circulation, perhaps at the bottom of peoples in trays.

I’m happy to confirm that we take exactly the same view on the extended delivery issue. The unit payments mean we don’t pay overtime for the election material or poll cards but if the volume of ‘non-election material’ workload requires overtime then yes that should be paid in the normal way. The fact that we make election material unit payments on the day does not mean there can be no extended delivery overtime.

Andy and I can make this clear to colleagues.

On your second point you’re right we do recognise there may be occasions where the volume of poll cards and other mail mean is it simply not possible to maintain the full product service specification. But we have to be careful about how we can say this in our communications. We ask people to do all they reasonably can and if having done so some poll cards fall back to the next delivery we would not withhold the unit payment. As you say we will be pragmatic where necessary. I sent the words in red below to our heads of IR in response to a request for clarity on what DOMs should do in the event that volume made it impossible to clear the poll cards on one day.

While we make every effort to meet these service standards there are occasions when volumes make this impossible and some fall into the next delivery. We do not intend to withhold unit payments in the event of this happening.

the idea is to give 3 days to "filter" them in to judge that you'll still work to time, if you put more in then you are effectively been paid twice if you book o/t on top,
we argued that ours must go in 1 day not 3 like most of our office, so impossible to complete,
we had other council crap too, so they agreed to pay.
worked out about £60 worth + 2 hours overtime for a crappy day but they've gone now.
also told by onion rep that everyone gets 3.5p each and that's that, end of discussion.

You have to fight for it I am afraid. We got 3.5p for years before I got clued up on here. Showed the rep and we both fought for the extra. The members were right behind us and they (managers) had to cave in to get them done.

Since then we get 6p a drop. The dom even included the postal vote letters as they are still worried about the situation. RM make a mint out of this work.
