CWU ACCOUNTS 2013 -QUESTIONS TO THE ACCOUNTS

LTB 197/14 CWU Accounts 2013 dated 27th March 2014 stated as follows:-
"Branches are now invited to submit questions on this set of accounts. Questions must be addressed to the Senior Deputy General Secretary and received by no later than 17.00 on the 10th April 2014."

At the closing time and date the following question had been submitted by the Central and North West Lancs Branch.
"Section M – detailed accounts, page 29. The expenditure on meetings called by head office has quadrupled – how many meetings have been instigated and at what locations."

Section M of the Schedules to the accounts includes an expenditure line that whilst including meetings is actually entitled "Meetings/Activities convened by National Officers". As can be seen the cost does not simply include meetings as the question suggests. Simply detailing a list of meetings would not account for the increase in expenditure.

By way of explanation internal CWU HQ budget codes, used for internal planning and allocation purposes do not mirror the position in the published accounts as these are produced in a statutory format. Accordingly this heading (in the statutory accounts) encompasses expenditure incurred as authorised by National Officers.

In 2013 the exceptional increase in this item refers to the bulk of the costs that the Union incurred on fighting the privatisation of Royal Mail, approximately £1.7 million, (an increase in expenditure in this area of approximately £1.6m over 2012)

Such expenditure covered lobbying, demonstrations, publicity costs ("battle bus hire", adverts in national newspapers, posters, leaflets, postcards, placards etc), a large number of direct mailings (printing and posting) to members to update them on the associated negotiations as well as a variety of costs associated with numerous meetings held all over the UK. Many of these meetings took place at local level along with other campaigning activities e.g. street stalls, to ensure we got our message across to the public and other groups. As can be seen therefore this item does not just cover "meetings".
