I understand starting time can be flexed by 30mins-does this mean I can ask to come in 30 min after start time on the same day every week because of issues outside of work ??
I am prepared to make up the time on any other working day at start or end of the shift to be decided by DOM

It's supposed to be used to cover unforeseen/exceptional circumstances with workload so I wouldn't think you could use it for a regular late start.
Besides as far as RM are concerned flexing is for their benefit not ours.
