Yes the manager would only be covered by third party insurance under the bond, no the car registration would not be included on the motor insurance database, Royal Mail only include their "own" vehicles there, but provide the insurance cover note if required to produce to the police, anyone using the bond must provide MOT documentation and allow an inspection of their vehicle to check road worthiness by their line manager before they are allowed to drive on the bond

not quite, if they are bonded they are covered, they do not need further business insurance over and above
The bond covers the value of the mail. You would still require a higher personal level of insurance beyond SDP.

the bond covers the mail and third party for the vehicle for work purposes, normal business insurance would not cover you anyway if carrying mail, you would need to take out goods in transit insurance which would cost an absolute fortune
