Bicycles are no bigger a risk than trolleys in terms of mail protection. To an opportunist thief, the open panniers on a TNT bicycle are an easier target than a locked HCT.

remember many years ago delivering letters, packets and parcels on a village duty. sometimes could not see over the top of the pile

well when downstream access first started it was only a york or 2 a day coming into mailcentres
now every morning there is tnt , uk mail dhl etc trailers queueing up down the road waiting to come in
it escalated dramatically in a short time
tnt delivering mail has started the same and will go the same way

Glad you said SHOULD Clash. No doubt TNT have their rules regarding security, but you know as well as I do that rules are broken every day, by every postman/woman whether it be Royal Mail or TNT. The job is impossible if you carry it out to the ultimate letter (no pun) of the law/rules.
