Letter to Tony McCarthy re Agency workers

''Dear Tony, I am sure you will agree with me that all parties to the current national dispute should and must remain within the law during the period of industrial action. When standing on a picket line i always am mindful of my role and make sure that i never do anything to bring the union or the bussiness into disrepute and certainly never act in an unlawfull manner. So it is to my dismay that it appears that Royal mail in ***** mail centre are either flouting or neatly circumventing the law on agency workers.
I am told that under Regulation 7 of the Conduct of Employment Agencies and Employment act of 2003 that there are restrictions in place for their use. Can i have your assurance that Royal Mail, as a company of the crown, is doing its best to keep within the spirit and letter of that regulation.''
