If it is the B and H in DOs that RM are in denial about, I wonder what could possibly be put in an agreement to deal with it? "We promise not to bully and harass our employees?!". Line managers, as a result of heavy workloads and unrealistic budgets, and the fact that many of them are dicks, routinely ignore the agreements that are in place, what makes people think it will be different in the future?

Bully and harassment will only reduce when Royal Mail cease their constant policy of getting fewer people to do more work, in many cases for less money. Until then, forget it. We've had the surveys, they know the problems already.

I take it you mean a lump sum like the £300. I always thought this would still be paid but you never know it might be more. Or am I barking up the wrong tree?

The £300 won't be paid.

Correction. Not only will the £300 be definitively paid, the company is going to hire actors dressed as Santa to run through the DOs and mail centres randomly throwing wads of £20 notes in the air.

Fair point if you think that but I think it will be more but could be wrong. If not I suppose the pay increase will have to be significantly more as I don't think the delivery boys would be happy with it.

Call me a pessimist but I simply do not believe the current RM senior management have any intention of clamping down on B&H. You may get some flaky statement of intent but look at the options and from their perspective there aren't many. This problem is so firmly ingrained in managerial behaviours that you would need to sack a large number to see any improvident and the mechanisms to facilitate this simply are not in place. We've seen managers disciplined for B&H in the past, how many actually collect their P45? ... worst case scenario is usually a level move to another office or function where, surprise surprise, it all starts up again.

They are in denial because in their distorted opinion B&H is the only way to motivates OPGs, the vast majority of whom they believe are lazy malingerers.

Its been stated several times on this forum, Delivery Offices cannot function without B&H.

Why would senior Royal Mail management stamp out the very thing that gets them their savings.

If they do not know whats going on in their own company they are incompetent and should all resign. If they do know whats going on but choose to pretend otherwise, they are dishonest and incompetent and should all resign.

Its one of the symptoms of a command and control culture. No one wants to tell Nero Rome's burning, instead the send in a poor sacrificial sap to tell the truth, or blame it on the Plebeians not understanding why Rome is being modernised so aggressively. So Nero only hears either the good news or what he wants to hear.

dingo wrote:Chaps the delivery resolution is not going to be that a magic wand is waved and everything in delivery land will be returned to a time when everyone was happy. Anyone who thinks it was ever going too given the money which Royal Mail believe they can make from absorption and the current breaking of national agreements was obvious short sighted.

The way forward on deliveries will be something on bullying and harassment which is almost done. The second will be a total review of what is happening in delivery offices including a survey of staff and then resolving agreed issues. Royal Mail are in denial of the problems and therefore do not want to change issues. In addition lets be honest there are lots of problems in some offices which are not occurring in others. Some offices have adhered to the terms of the national agreement ie no 100 BSI , issues concerning absorption around an higher performance then what your office was agreed, the unagreed use of the 30 min flex and a whole host of issues.

So a full review of what is happening would be a good move forward. Then lets tackle the issues whether they are happening in a few offices or across the UK.
So, what your saying is that in order to progress the deal and have it signed off soon, Delivery issues & Pensions will be dealt with by kicking them into the long grass pending a employee survey ?

We have waited this long, why not send out a delivery employee survey ASAP and DEAL with the results BEFORE you sign on the dotted line, after all, we could extend the infinitely extendable dead-line a bit further as we no longer have a credible strike threat anymore.

Cut off king that is not what I am saying at all. There is a deal done on pensions and will be subject to a seperate ballot of the membership ! How is that kicking pensions into the long grass?

Now I think fish has already said it we have agreements on so many issues in delivery yet we have managers not abiding by them , reps not abiding them and members not adhering to them.

Not every office has problems and not every area has the same problems. Now as of today there is still no agreement on delivery. Can anyone tell us what upfront you want on deliveries ?

Perhaps we finally consult the 95 000 members who are on delivery to identify what their concerns are and attempt to tackle them against the backdrop that Royal Mail parcels strategy.

I'm still amazed that deliveries are a problem. You go in on time and finish on time and that's it. Unless you are a genuine piss-taker they can't do anything about it, as, if you do the job by the book, using the supplied equipment, the majority of post-revision rounds are un-achievable, which is why managers never test them!

Right I'll start again then with just one this time,

Deliver to neighbour time built in to duties. Is it going to happen and if so how is going to be done, when is it going to be done and will RM revisit all revisions to make it happen?

RM have already said that in their trials delivering to neighbour adds no time to a delivery. It was in the courier when it first started.

IMO it's simple, until RM stop lying (because what they are saying is physically impossible) I won't be delivering to any neighbours whatsoever.

Sole discretion of Delivery / Postperson

No. 682/12 Ref: 530 Date: 6th September 2012

To: Branches with POSTAL Members

Dear Colleagues,

Delivery To Neighbour National Deployment– Nationally Agreed Guidelines

Further to LTB 1015/11, and following a successful trial carried out in 6 DSM areas discussions with Royal Mail on National Guidelines for the deployment of Delivery To Neighbour across the UK were concluded on Monday 3rd September 2012 and were subsequently cleared with the Postal Executive at its statutory meeting on 4th September 2012. The National Guidelines are included in this LTB for your information and should be circulated to all delivery units as soon as possible.

In line with the trial the delivery of an item to a neighbour will only be undertaken following an unsuccessful delivery to the original address; a neighbour is considered to be a person who lives within close proximity to the original address, and they may be a next door neighbour or someone who lives sufficiently close by.

Delivery OPGs will have the flexibility to make a judgment whether it is appropriate to deliver to a neighbour. If an appropriate neighbouring address is identified by a delivery OPG, they will ask the neighbour to take receipt of the item on behalf of the addressee. If the neighbour agrees to do so, the delivery OPG will record the neighbouring address onto the P739 delivery card, and will then post this at the original address. On this particular point we have agreed to carry out a joint review at national level to establish the time required to carry this out. Also it is the OPG’s sole decision whether to deliver to an alternative address or not. This has been included to avoid any challenge to our members in relation to their choice of alternative addresses. If however there are any customer complaints arising as a consequence of the delivery OPG’s decision this will be brought to the attention of the individual and CWU Rep to find a mutually acceptable solution for any further instances requiring a delivery to an alternative to the original address.

Customers will still be able to opt out, and this will include people who are having items delivered to them and neighbours who do not want to take items in.
They will be able to do this by displaying a sticker in a prominent location at their address (e.g. on or near their letterbox). Royal Mail will send stickers, free of charge, to customers who provide their address details to Royal Mail either via the web-site http://www.royalmail.com" onclick="window.open(this.href);return false; or via telephone to Royal Mail Customer Services via a dedicated automated phone number. This is also covered off in the national D2D drop.
Customers will be able to opt-out now or in the future and similarly, they can also cancel their opt out at any time.

It is recognised that this new service may involve some extended delivery as a consequence of delivering to alternative addresses and this should be dealt with using normal local procedures, extended delivery time resulting from delivering to a neighbour should be recorded as such.

The new service will also be subject to quarterly review where we will be able to assess the operational impact the new service has had on delivery times, enquiry offices, redeliveries and complaints.

We believe that the introduction of this new service is timely and will help to nullify other initiatives being utilised by competitors and as a Union we support its national deployment.

Any enquiries to Bob Gibson’s Office, quoting reference 530.

Yours sincerely
