As for recruitment that is no longer a widespread issue obviously and it would appear that there are postmen surplus to requirement in London so lapsing shouldn't be a problem or are they just working a 3 day week.

36.25 hours a week but our meal reliefs are unpaid

Well it could be they're looking for another "unanimous vote" but more than likely there are waverers who won't concur but is it enough to call a strike - perhaps not but the union won't want waverers making waves in the aftermath. If they tell their members to vote against..........................
