I'm afraid to inform you that you are incorrect.
The USO covers First and Second Class retail letters (letters, large letters and packets), Second Class retail parcels, bulk First and Second Class letters, Special Delivery (secure and insured) and International Outbound and Inbound mail.
What are the exact obligations on RM though? Under the USO RM must offer these services at uniform prices but they are only obliged to make one delivery of mail per working day according to what I can dig up through Google. That could arguably be said to be satisfied just pushing that day's letters through and claiming that the parcels were going to be done as a separate delivery which has failed.
I always thought the idea of p/l was to get rid of parcel duties great idea on paper.Would appear to most on here it cant be done "We love parcels"but what do management say when you cant complete "leave parcels" oh dear Moya your managers "Wilfully D elaying Mail" tut! tut!

i would rather have my packet delivered on time and my letters a day later. most letters are unsolicited crap anyway!!!!

That's what we said today as we drove a van full of packets that we didn't have time to complete back to the DO.
We all know that packets/parcels are a massive growth area and where future profit will come from. Problem is the delivery methods we are now using are already unfit for purpose. Watch this space for a new revision process on deliveries as part of the strategy for growth after the talks are done and dusted ....

Is this one where a proper database of each addresses' letterbox is on record so we know exactly what parcels are attendance calls, how often they tend to be in to answer an attendance call and where we stop pretending that trying to leave a parcel with a neighbour actually adds no more time onto the outdoor delivery span?

from a business point of view thats what i'd do. pretty sure the big boys have worked that one out too.
It wouldn't surprise me if it was on the card for some time and waiting for the right time to introduce it, I have no issues with as it would mean saving jobs with part timers or docket to cover it, we would all still be entitled to a 5 day week job structure anyway with our hours, it would be either covered by part timer who are off all week and work weekends or regular scheduled overtime bearing in mind driving hours regulations.
Who knows this may already have been discussed during the talks for a later consideration after this current dispute have been resolved.

Think Royal Mail should do 2 row each walk and focus on packets and special delivery, recorded delivery and door to door stuff then do other 2 row next day and then return in first two row. But will they have to courage to do this. I would like to see this come to work, sort out the packets and do IPS then go out and deliver the post then come back and sort out the walk for next day. Then everyone is happy.
