It's propaganda designed to tug at the heart strings of the elderly people that read it.

It's sod all to do with the "Little boy or girl missing their birthday card" more to do with politics, the example she gave firstly. I very much doubt that people won't return when they see how much the competition charge to send a packet / parcel .. and that they certainly won't uplift ONE letter from Joe Public.
