Simon Walshe, a former Royal Mail manager who retired in March 2012, wrote to striking postal workers in Bridgwater to express his support for their fight against bullying bosses.
In a series of emails, Walshe condemns a bullying and harassment culture he says is "rife".
He writes: "I hope that more units follow the example of [Bridgwater]. They are showing that intimidation, bullying and harassment is a real issue within Royal Mail and I just hope that the publicity demonstrates to the public what is going on within the business.
"RM's managerial 'style' promotes behaviour that would shame most modern organisations and they do not seem to understand just how divisive and counter productive it is. The problem is that it stems from the top and for more than a sticking plaster remedy there needs to be a drains up restructuring which won't happen as turkeys don't often vote for Christmas."
Walshe says that he witnessed increasing levels of bullying towards the end of his career, but that the attitude of most managers was that "that's the way it is". He says: "Senior managers seem to adopt a ‘head in the sand’ approach to the issue. The investigation procedure is no longer for purpose as managers often investigate their peers and there is little objectivity in the studies.
"There is also scenarios where investigators are leant on from senior management and where managerial offenders are found culpable the penalties do not match the offence and consequently there is no real deterrent. If you didn’t know better you would think that the system itself is designed to ‘turn a blind eye’."

Doesn't say anything we didn't already suspect.
I've always believed the B&H culture within the company was a strategy from the top down, and this seems to support that.
Good that he's come out with it, though it will probably be ignored. (As usual).
If there is a response from RM, I expect it will be to discredit him.

Question is, why didn't he raise his concerns when he worked in Royal Mail ? Better still, why didn't he do something about it at the time ?
Perhaps he's not worried about his bonus anymore .......... or he's just grown a pair

I figure he may very well be disgruntled with RM.
Or maybe he tried and found it like pissing in the wind. After all, there are some managers that don't bully staff, but they rarely do anything about those that do, possibly for fear of reprisals against themselves. The line managers in my office are bullied by the DOM, and they just pass it on down.
You're right though, they should grow themselves a pair and do something about it. But they daren't, as it would affect their future, and their bonus.

Thank Goodness for whatever reason, that this Manager has opened the door to this endemic problem/culture

Simon Walshe is way out of touch. The ones being bullied most are managers by senior managers. His assertion that blind eyes are turned to managerial transgressions is highly inaccurate. In my area managers are being suspended left, right and centre. Every manager I know is constantly watching his back, not trusting his or her DSM and those above them.

First off all statistically that's very unlikely.
The ratio of OPG to manager is 10:1 so all things being equal OPGs would still experience much higher levels of bullying.
The total figure for front line staff who have experienced bullying according to the 2013 employment survey in the last 12 months is 14% in a company employing around 150,000 people with around 60% saying they were bullied by management.
That's about 20,000 front line staff experiencing bullying every year and around 12,000 of those bullied by management.
There are only approximately 15,000 managers in total in Royal Mail.
Are you still arguing that they are the one's being bullied the most?
