Dear Colleague
CWU Opposition to WCM
The purpose of this LTB is to confirm that in line with the decision made at the CWU Policy Forum the Union is now out of WCM. We have informed Royal Mail of this decision and told them that we will not be supporting WCM in the future.
All CWU Branches and Representatives should begin the process of implementing the policy in the following way:
1. Hold a meeting with the appropriate Local, Area and Regional Managers and inform them of the CWU national policy. Hand them a copy of the Managers letter attached to this LTB.
2. Hold meetings with CWU members and inform them of the policy and ask them to stop being involved in WCM Focus Groups and WCM Pillar activity.
3. Hand CWU members a copy of the Members letter attached to this LTB explaining the CWU policy.
4. Advise CWU members that they should continue to support all Nationally agreed Health & Safety procedures.
Please ensure that this policy is fully implemented over the next couple of weeks in the way set out.

Dear Colleague
CWU Opposition to World Class Mail
Since WCM was introduced by RM it has divided opinions amongst CWU Reps, Managers and employees. It was solely a management tool that the Union sought to influence because of the potential impact on the jobs, terms and conditions of CWU members. Although successful in securing agreements with words that controlled WCM, these agreements have proved difficult to operate in the field with Managers often ignoring them.
In the Consultative Ballot 92% of those members participating voted to support the policy of non-co-operation which also covered any savings derived from WCM. At a CWU Conference on the 31st August 2013 delegates voted for an additional policy of direct opposition to WCM.
The company has now been informed of this decision and for the purpose of complete clarity the CWU is out of WCM both now and in the future.
The real costs involved in WCM are being hidden and the benefits overstated. The Bronze, Silver and Gold Awards do not motivate the vast majority of employees. The significant amount of money being spent on WCM should be put to better use by helping fund new bonus arrangements
As an engagement tool WCM has proved to be divisive. A small minority enjoy the process and may benefit from it, while the vast majority are completely alienated. The CWU has offered Royal Mail the opportunity to negotiate an improved employee engagement and ideas generation process, building on a culture of mutual interest that would ensure all employees are treated equally.
The CWU will continue to support all nationally agreed Health and Safety procedures.
The CWU is now out of WCM and we are asking all members to stop participating in WCM Focus Groups and WCM Pillar activity. Royal Mail has stated that WCM was a voluntary process and we do not expect the company to respond with conduct action because of this policy.
