Re: Door 2 Door - Unagreed Delivery Procedure
Letter to Branches
No. 524/13
Ref. 230.03
Date: 29th July 2013
To: All Branches with POSTAL Members
Dear Colleagues,
Door 2 Door - Unagreed Delivery Procedure
Further to LTB 477/13 issued on the 10th July 2013 this LTB is being sent to reaffirm the CWU position that there is no agreement with the CWU to alter the terms of the National Agreement, and that it still holds the field.
For ease of reference the BT 2010 Agreement states the following:
“Whilst the planned workload will be spread across the 6 days, delivery employees will have the ability to manage the delivery of the items themselves on the proviso that all items are delivered within the week and the delivery specification is not affected”.
Any proposals or edicts to impose changes to a unit’s preferred method of delivering D2D providing the preferred method is compliant with the National Agreement should be dealt with via the Industrial Relations Framework.
In addition, at our meeting with Royal Mail on the 16th July 2013 we raised the reports we were receiving that indicated that an unagreed procedure requiring our members to only deliver Door to Door items to address points where they have ‘live mail’ i.e. no ‘cold calling’ was being deployed. They responded by stating that there is no edict from Royal Mail nationally for this to be introduced.
Branches/Representatives are therefore advised to register disagreement where management attempt to deploy this unagreed approach.
We have also informed Royal Mail that this unagreed approach is completely contrary to the National Agreement and sends the wrong message to our members, in that it creates the perception that D2D is not the same as normal mail when the whole concept of putting D2D into workload was so that it would be treated as normal mail to assist in the development of D2D as a product to protect jobs.
Could all Branches/Representatives please ensure that this LTB is cascaded into every Delivery Office as soon as possible.
Any enquiries to Bob Gibson’s Office, quoting reference 230.03
Email address: hnutley@cwu.org
Yours sincerely

Re: Door 2 Door - Unagreed Delivery Procedure
gobble gobble...
So on one hand, the CWU does not entirely agree with 'no cold calling' while accepting that the work can be done in any which way (including 'no cold calling') as long it is done by saturday.
Does this make sense? The easiest way for members is to adopt 'no cold calling' which in effect means that D2D is not being treated the same as live mail...
Furthermore, the above is more of an issue when it comes to floaters and reserves... We have some people here that says they always put d2ds last because it makes prepping easier (dont agree)..
What if the walkholder has left loads of d2ds in from e.g monday or monday and tuesday? Should they be pulled out?
I have that particular situation every week and the walkholders all do different things - some leave them in and some deliver a section every day; whilst some agree with floaters/reserves just to take where they are going...
Is this really the issue - 'how it is done' rather than management making people prep them before mail and making people deliver old d2ds???

Your Lino is talking bollocks.music4essex wrote:We keep having an argument with lino about when the D2D are prpped ?
I was led to believe in the agreement it is during prep,
our lino insists it is the first thing before sequenced mail, she is also trying to conduct code folks on this ,
Essex mum
Agreement says D2D is the last thing prepped. Case closed. Let then try conduct code and see where it gets them.

Yes, see your Rep, that is not according to the agreement and they should be delivered daily - if they insist you take them ask the line manager which part of the delivery you should leave in because you wont have time to complete.Loopylau89 wrote:Sorry to jump in here, basically my fixed walked has been lapsed on a mon, tues and wed, should the d2ds be taken with the lapsing? Then you'll need to read up on the overrunning deliveries agreement in downloads and get the managers to make a decision. You'll need to work to your time and if the D2Ds can be done there is not much you can do.
Should they have been put in, probably but its up to management to manage the situation and you to know and understand the various agreements.

Monday's, Tuesday's and Wednesday's should have been done by the people delivering the corresponding part of the walk.dvbuk55 wrote:Yes, see your Rep, that is not according to the agreement and they should be delivered daily - if they insist you take them ask the line manager which part of the delivery you should leave in because you wont have time to complete.Loopylau89 wrote:Sorry to jump in here, basically my fixed walked has been lapsed on a mon, tues and wed, should the d2ds be taken with the lapsing? Tell the screws immediately that you will be unable to deliver them all, that the procedure is unagreed etc. ask them what you should do, if you can't/don't want to go over your time DON'T let them tell you that you have to complete, it's their balls up, let them sort it out. YOU are the union even if you get no help, start pushing back.

Well....not exactly because the agreement says the duty holder can manage the D2D how he/she sees fit as long as they are delivered by Saturday so.....Sidley wrote:Monday's, Tuesday's and Wednesday's should have been done by the people delivering the corresponding part of the walk.
You're right of course they should have been done but you're also wrong because the only agreement we have on managing D2D doesn't mention lapsing.
Who would have thought?,another slight oversight.
