I think either that's a typo or a serious investigation needs to be carried out.
Over 10% of votes cast being invalid is far higher than what would be expected.

I can't understand why Philip Brown has never been elected to a more positive role in the Union ie Assistant Secretary or General Secretary he always tops the election results ?

I agree - and that age old adage of "become involved" springs to mind because it must apply equally to those already involved but lower down the food chain.
