Most people ARE working all their hour already.
Start counting up all the hours that RM get from the Early starters, the meal breaks that are never taken, the shortcuts that people take just to finish on time, preping D2D in their own time..... etc.
Taking all this into account, I'd wager that RM are getting a LOT more work than they ACTUALLY pay for !
Lapsing is a problem brought on by every single person who has ever done deliveries unfortunately.(job and finish] The management has seen what time people are finishing and thought sack this[no pun intended] In my particular office there are postmen still finishing 3 ,yes I said three, no honestly , THREE hours before there finishing time. They come in early, don't take a break, run round, then have the audacity to speak to managers as they hand there van keys back in and wave goodbye. Ive confronted numerous postmen about this and am told in no uncertain terms to #### off ,none of your business what I do. We as postmen are our own worst enemy, we can all come on this site and have a rant but we need to confront these idiots on a daily basis and tell them what they are doing. The sad thing about me confronting them is at least three quarters are young guys with kids, mortgages,car loans. Self Centred Idiots rushing headstrong to the cliff face
Our callers office/locker bod opens the d.o. and is sometimes still there 12+ hours later. They're going to have to employ at least two normal guys to do his job as he wants out. No he doesn't claim the hours, nor is he paid, yes the bosses know and no they don't give a f**k.
I also hate lapsing, I sometimes turn down prepping on o/t as I'd then be required to lapse. Lapsing allocations were poorly planned, the supposed conveyance hasn't happened in years and now it's pot luck as to what bit of lapsing is left to do by the time they get to us poor bastard covers.

Same at our office Mate. People just can't seem to see past the first bend in the road. A while back we had a chap arguing passionately with the screws, telling them he needed to be done for 12:30pm. Can you believe it? I don't doubt family commitments, but how can you realistically get into a debate like that? Then you get the "I-don't-give-a-s**t-it's-not-my-walk" types.
What is the deal if asked to do lapsing on a day when you should have 30mins of work time learning, but it does not happen, when that 30mins would mean you might only just finish your normal duty on time without lapsing?

You're supposed to have them weekly, they are an agreed part of all duty structures. Raise the issue with your boss, and go higher if necessary. They appear to be using WTLL time to save money by using the time to do more lapsing. You can email Moya directly about it, but think carefully first.
