But,and this is very important...even if they cannot provide you with enough work to keep you working to your finish time on that day...you still do not have the right just to go home.

If you are given the choice of going home early or staying to your time and you decide to go home you are going to find it difficult to argue that you don't owe the business time.

Just as there is no banking hours agreement there is no job and finish agreement either but there is a work all paid hours agreement so members go home early at their own risk.
If you are explicitly sent home that's a different matter, that's their problem.
good times, bad times you know I've had my share

During a recent bout of severe weather all deliveries in our office were suspended. We were told that if we went home, which was allowed, we would be required to complete the deliveries the next day at no cost to the business. Bearing in mind the deliveries were suspended at around 9am that left a good few hours to make up. Many pos ties took advantage of an early finish and went home quite early. Our union man told me he didn't want to work past his time on any day and took a book and his sarnies into the canteen where, so he said, he had a telly, a kettle and comfy seats. He stayed there for the 4 hours or so before going home. The business could not make him work past his time when he had double the amount next day!

Not sure why you said that - its standard advice in these situations and the 3 times its happened to me its exactly what I did. Eventually the managers gave up and let us go without clawing back hours.

The strange thing is most who stayed behind openly admitted that if RM had treated them better and remained flexible on clawing back hours then they would have gone home that day and worked over without complaint the rest of the week. Its not what they ask thats wrong, but its the way they ask/inform in the first place.

An office near us has a new manager in charge of them and he was flexible on clawing back hours. Guess what his office cleared that week no problems at all, he treated them with respect and honesty and got it back as well. :hmmmm

But there are not that many managers like this about, are there?
It's the same problem, manager treats staff like crap, then wonders why we don't do them favours. It's always one way with RM, if I ever need a favour, it gets rejected without consideration, so I do the same. All take and no give with RM, so they have now made their staff adopt the same attitude.
Sometimes, I wish I wasn't a Rep.
