Theoretically you are entitled to put in a grievance in my opinion.
However, you would need a trail and witnesses to the conversation, and therein lies the problem. The manager will either get hiw own witnesses, or if there weren't any then he can simply state you misunderstood what they said. Then it comes down to a balance of probabilities and as its the managers who do the balancing we all know on what side the investigation will come down on.
So yes your entitled, but you would need a strong case.

I agree, you would need good evidence as it would be easy to suggest he actually meant a stage one interview. Not saying it happened like that, just that it's an easy and believable rebuttal.

If you have breached the standards they will issue with a stage
only at stage 3 do you really have any chance of appealing
or thats the way it seems to me
When I got a stage one I refused to sign it till the cause of the problem was addressed, after that the manager stopped issuing warnings to anyone, the back log piled up and the "time limit" expired on many when a new manger came along.
