Delivery Tools - Revision Planning and Weekly Resourcing Tools update
Over recent months the CWU and Royal Mail have been working together updating current versions of the delivery tools, and also developing a nationally agreed tool that helps determine the number of Attendance calls on new delivery routes. Currently there are different processes being used in the field to determine attendance calls which creates disparity between units and an inconsistent approach to determining the actual workload. We have therefore developed a nationally agreed tool that will provide a more reliable and consistent approach to determining attendance calls. Below is a summary of the updated Tools, versions, and the target dates for release;

IWT v7.5

The new version of the IWT includes the Portering task plus several visual changes to the screens that will assist managers and reps in resource meetings. Due to the complex nature of determining the portering workload a joint validation will take place on the portering task plus other workload aspects that were not possible to include in this version of the IWT but it is the intention to include them at a later date. The release date for the new version of IWT is the 6th May 2013 with the first weeks DOM office performance reports being submitted to the centre w/c 13th May 2013.

Model Week Work Aide v2 (MWWA v2)

This revised version of the Model Week Work Aide will rank a units total traffic weeks in workload order and not just the total number of items as in the current version.
This will make it easier for CWU Reps and DOM's to determine the model week that fits the aspirations of their unit. This revised work aide is currently being re-programmed to incorporate the new IWT and the target date for release is 13th May 2013.

Duty Builder v3.2

Due to the cell changes in the IWT v7.5 it is necessary to update the Duty Builder so that it is compatible with the new IWT when importing data for scheduling indoor workload. There have also been various other changes to improve the functionality of the tool for the user and it will provide better reports and checks than previous versions. This revised version will also give a breakdown of each duty's IPS and Prep, on each wave based on what is agreed in the revision. Duty Builder will no longer do any calculations but will allocate the agreed indoor and outdoor workload in line with the duty structure established as part of the revision.
The target date for release of version 3.2 will follow the release of IWTv7.5 above, and be 13th May 2013
Attendance Call Sampling Tool

This is now the nationally agreed tool and process to determine the amount of attendance calls that will be used in MIRA (manual interventions), to establish any extra workload that is not credited to a delivery route within the Geo-Route system.
Its primary use is to determine the level of attendance calls for new delivery routes within revision activity. It will also perform two important secondary functions.

1. It will produce a default percentage attendance call figure for your new route which will be used in Traffic Forecasting thus introducing an outdoor element in what is the biggest growth area. The process that produces the default figure for ongoing resourcing is a combination of a unit's revision sampling exercise and a traffic audit count undertaken at the same time.

2. It also uses Automis to give a more accurate percentage of mail going to each new delivery duty/route that is then used to allocate the required preparation time in Duty Builder. These figures should then be checked against the reported Walk Sequenced mech percentages once your revision has been running for 4 - 6 weeks.
The target release date for this new tool is 6th May 2013.
Delivery Traffic Forecasting Tool v2 (DTFT v2)

This version will include an outdoor element that will enable units to forecast the level of attendance calls within weekly resource meetings.
This will be possible by establishing a default percentage attendance call figure for each delivery route as outlined above in the Attendance Call Sampling Tool (ACST)
This new version is still being developed but should be finalised by the end of May 2013.

It should be noted that the new versions of IWT v7.5 and Model Week Work Aide v2 will not be applied to existing revisions that are at phase 2 or beyond. Equally units that are still at phase 1 but have already agreed their Model Week and Unit performance will also not use these versions of the tools in the existing revision process.
The associated agreed guidelines to all the new versions will be circulated in due course. We will also be providing update sessions for our trainers to bring them up to speed and making amendments to the joint delivery training workshops.
In addition to all of the above it is the intention to work with Royal Mail via the National Delivery Programme Group to jointly re-launch through joint presentations the Weekly Resourcing Meetings that will include the new version of the (DTFT v2) and the Weekly Resource Meetings Agenda.

Since the original launch of the Weekly Resource Meeting Agenda and Traffic Forecasting Process, we have had good examples of units undertaking meaningful weekly resourcing and traffic forecasting that has enabled them to jointly resource the operation in an efficient manner without entering into disputes on absorption when traffic is below model week and scheduling extra resource when it is above model week.
However, it has become evident that the process has not been used in whole or in part in the majority of delivery units for various reasons. In future it is essential that this process is embedded into delivery units and is undertaken on a regular weekly basis as a matter of course if we are to adequately and reliably deal with the continual challenges of mail volume and profile changes that impact on the staffing arrangements/resourcing issues within delivery units.

And still we have no extra time built in for 'deliver to neighbour' and that's because.....wait for it.......'it doesn't take any longer than it did before we never delivered to neighbour'. Meanwhile in the real world a lot of posties aren't delivering to neighbours, because they don't have time and the public don't have the service they were promised, probably 50% of the time. Now it's all very well and good having MIRA, but unless this time for the above is built in then it still won't give a true reflection of what time is actually needed to do the job properly.

There are very few reps who have the kind of release time necessary to use the resource tools properly.
I would doubt that there are many managers using them properly.
Agreeing to the sciencing up of delivery resource planning was a stupid mistake compounded by the constant release of new versions.
Someone,somewhere needs to stop this.

I have a 100% accurate forecasting method for attendance calls, that takes no time at all. When I load the van I count them

And go into the next resourcing meeting "armed" with iwt version 8.5.
