No idea,I can't see through the internet but since it's from your branch it might be something your branch is trying to promote as unilateral area policy.
It certainly isn't national policy that once you've had a DM revision,no matter the traffic there is a blanket ban on absorption/lapsing.
That would require an agreement with Royal Mail accepting that position and trust me there isn't one.

It may be that your Area/Divisional reps have got a no lapsing agreement.
It may be that if the revisions have recently gone in, it was felt they would need sufficient time to bed in this year before lapsing/absorbtion was possible.
It may be they negotiated the no lapsing stance in exchange for something else.
But it's not a national position........yet.

Problem is that although traffic may fall... the level of call rates could be as high or higher.. hence to be able to 'lapse' the savings need to be made indoors ie getting you out earlier to cover more ground...

of course this never happens??... why??

Biggest problem i see is above... in particular not getting out on the scheduled time... in fact in our office the column on the sign in/out sheets which should show your scheduled 'leave the office time' is blank suprisingly and there is no easy access or even talk/understanding of such times!?? (particularly by the 'managers')

If this is legit, we should all be printing this off multiple times to take to our DOs and metaphorically waiving it in the faces of every section lino/DOM of a post-delivery methods revision depot.

This year a motion was placed before Conference which instructed the Postal Executive to pursue a set of standards that need to be in place before any lapsing/absorption of duties takes place within Delivery Offices. Below are some of the key aspects which must be adhered to:
Weekly Resourcing Meetings must take place each week
All staff sign on work to time (no early starters)
All staff have their Meal Relief
All staff are out on delivery to planned time
All staff return to the office

Am I reading this part right? Is it saying these guidelines must be adhered to before any absorption is requested in offices? If so, that would surely rule out most of them out there!?

so before any absorbtion you must have NO EARLY STARTERS, TAKE MEAL BREAKES !!! well that din't happen in our office. infact some postman/woman are taken off sorting to throw theirs and their partners walks out because if they don't they would leave mail in and only work to their time.
well something stinks surely this is wrong unless were all allowed to do it. surely we all have to be on a fair playing field.
if everyone used the tools and performed the job correct we woudn't be in this mess.
