We were told signing in was for insurance/monitoring purposes, i.e. so they knew who was on site in case of an emergency, like a fire, they would use the list to ensure the building was empty.

ours have
start time, bag weights, time out, time of 1st letter, time of last letter, time of return and time of duty finish

most people do't seem to bother
generally it's only the first column people bother with and the last is only ever completed by PTers to back up all the extended OT claims (for some reason we are contracted to finish an hour earlier than FTers in my office  )

micromanagement - although it could help if you are a long way from the office and they give everyone the same amount of travelling time.

A few years ago the DOM was desperate for everyone to start filling them out properly including first and last letter times. So desperate he told us to just put down the end of shift time if we were concerned about writing how early (if only) we were finished.
The machine stops.

May be related to the audits they go through. If paperwork isn't up to scratch, the managers don't half get a bollocking. Which is reason enough to ensure they fail. :Very Happy
