BUSINESS TRANSFORMATION 2010 AND BEYOND AGREEMENT - MDEC £900 PAYMENT
I am pleased to report that after months of difficult negotiations the outstanding £900 payment for MDEC workers, pro-rata for part-timers, will be paid in March 2013 salaries.
The BT 2010 national agreement states
"£900 lump sum will be paid on successful implementation of the MDEC Rationalisation Programme, including to employees who leave the Business at the time of implementation. The detailed changes arising from the transformation plan will be the subject of further negotiations and progressed as soon as practicable to ensure the changes are deployed and payment is received as early as possible (i.e. no later than 2012/13)".
The negotiations to secure payment were made more difficult by MDEC management insisting that the Union had to accept change that was not within the remit of the National Agreement. The union refused to do this.
Despite the clear statement in the BT 2010 agreement, MDEC management were insistent that the payment would not be made until issues that had nothing to do with the agreement were resolved. This stance was totally unacceptable to the union, especially as we have complied with all that we could have done in line with the agreement, plus the fact that the outstanding issues could take many months to resolve.
Whilst we are happy that the payment will be made in March 2013 salaries, this payment could have been made earlier, as it was clear that the technology would not be ready to implement by March 2013.
There is no doubt that management believed that they could get away with refusing to make the payment and that MDEC members would not react, but would accept this position. It is through the union's persistence that this payment has been made. We made it clear that if management had continued with the position that they had held for months and refused to make the payment in line with the national agreement, we had plans to bring this issue to a conclusion.
Management need to know that whilst the MDEC's may be a small group of workers, you cannot be treated any differently to large groups of workers within Royal Mail.
The brief also states that progress has been made on the other issues not connected with BT 2010. The truth of the matter is that whilst we have had many discussions on the eye break issue, we still disagree with MDEC management stance as they want to remove the eye breaks from Stockport and Stoke and we want to implement them at Plymouth (and keep them at Stockport and Stoke). Therefore, we have not agreed "discussions on the detail of how this will be implemented." (The removal of the eye breaks).
If management remove the eye rests by executive action, we will defend the current position.
On the issue of "Taking the MDEC Forward" we have not even received proposals on this issue, therefore how can we be making good progress with productive meetings? Management want you to believe that this has been agreed as part of the payment - it has not.
Whilst we are happy to discuss taking the MDEC forward with management, if we ever get proposals. The CWU will also be putting our agenda on the table within these discussions.
We will, of course, carry out what is within the agreement going forward, as soon as the technology is ready.

Thank you for all the hard work in getting us the £900. Hopefully you can get the eye breaks sorted too. Would be nice for us at plymouth to have the same breaks as the other mdecs. Currently management are trying to tell us its a possibility that we will loose breaks before or after work time learnings. We don't even get wtl every week like we are supposed to and even when we do its rarely the full half hour.

Thanks for this. Enlightening, but sadly not surprising. All the more reason for the CWU to redouble its efforts in getting the MDECs fully unionised.
