In our area we can no longer return D2D to the MC or WBC. We have to hold it in the DO until someone comes to audit it then it is disposed of locally.

Basically the instruction to unit Managers is that you can only return your D2D surplus if it is within 1% of the amount received for that week. If there is a greater amount remaining it must remain on site until an audit is undertaken. It is the opinion of the upper management that D2D are arriving in your unit are counted accurately enough so there should be no more than 1% surplus. Surplus within this range can be attributed to counting errors and a reasonable quantity of undeliverable's, anything above is down to unit failings.
If the A+ is correct, (the database upon which the counts are generated), which is a Management task to ensure, and the count of items received at the D.O is accurate then all other failings must be attributed to failure to deliver.
Now I have no idea how accurate the count of D2D is received at your unit, but management suggest that failed deliveries is most definitely the main cause of this surplus. If that is the case and you are sure that you did not fail to deliver all of yours, your additional effort is a direct consequence of your colleagues failures. If you wish to complain to anyone then I'd start with your colleagues. I'm aware that it is a Managers task to ensure that all intended D2D are delivered to specification, however as there is no way a handful of Managers can police all deliveries at all times whilst outdoors, the core of the problem will be attributed to you and your colleagues. On that summary I would expect that those responsible for the failures being asked to make good those failings is the correct management stance.
I would hope that the CWU has made an effort to ensure that the counting system for the D2D are accurate before they allow their Members to accept the blame for these failings.

So what is stopping us removing these d2d items and presenting them to a manager?
Is it a reasonable instruction or not?
I am told to deliver x amount of d2d contract items per week to x number of houses.
Once I've done this surely any excess is not my problem

Mark Higson has ordered that for the next few weeks as Royal Mail used RFID to track D2D and it showed quality was between 40 and 60%. This is despite DOMs saying that their offices are delivering 99%.
The amount of returns either mean that the a plus is completely wrong or that some are returning door to door items over and above what they should do. Royal Mail instruction to not return any is designed to understand why quality is so bad and Directors have instructed DSMs to audit the offices to see how much each office is not delivering in d2d and why.

As usual in these situations dingo rather than admitting failure Royal Mail managers will attempt to beat the audit in any way they can.
If managers are simply throwing the surplus D2D into random frames for delivery that is exactly the same as dumping it in a skip before an audit.
Our reps should have been instructed to report this the minute it started happening,our members should be instructed immediately not to participate in something that is borderline wilful delay.
If it is true that DSM's are aware of this practice it shows just how rotten the structure is.

It is cowardly and fraudulent behaviour on the part of your DOM.
You could refuse and see how far he is prepared to push it...... but make sure you have the backing of your Area Rep.
Bring it up at the resourcing meeting and go to disagreement.

Fish it won't matter whether managers ask someone to deliver 2 door to door to address , this is flawed as the audit is to find this out and whether the flaw is that the a plus is inaccurate or whether an office is deliberately returning more than it should. RFID will expose those who deliver 2 d2d to the same address as will the audit into a plus.

Dingo do you really DSM's ect will be truthful? My DOM of 27 years service was caught by an audit where there were excess D2D's placed in an oven. Part of the reason the quality is so bad that all DOMs have to do now is self confirm the delivery off D2D. Lots of offices return loads to the Mail Centee , the introduction of RFID will mean that it will expose those who deliver two items or any other lack of quality. there will now be a new check on items returned to the mail centre.
D2D is growing but if quality is between 40% and 60% something is going wrong somewhere. Either an office has been given too many items and therefore Aplus is wrong or some are not being delivered.

RFID technology doesn't work like that.the introduction of RFID will mean that it will expose those who deliver two items or any other lack of quality.
You would need an RFID chip with an RF transmitter attached to the item of D2D.
You would also need an RF receiver at the recipients end.
You could only do that with something inside an envelope and using it on anything but a small scale sample would be prohibitively expensive.
90% of D2D are leaflets....no RFID.
