Composite Amendment 7
Postal Policy Forum: Wednesday 13th March 2013

7 That this policy forum condemns Royal Mail for the Unacceptable levels of Bullying and Harassment of CWU members in delivery offices based on unrealistic and unachievable levels of savings and productivity/ efficiency levels.

This policy forum also recognises that Royal Mail management are insisting that all delivery offices move to 100 BSi or beyond which will put delivery staff under even more pressure and will increase the levels of Bullying of our members as offices fail to either achieve the levels of savings expected , achieve workplan or maintain quality of service.

This policy forum is united in agreeing that the ceasing of bullying of CWU members is one of the key priorities of this union and to this end the following will be pursued.

1. That the CWU will campaign for a full independent inquiry into the levels bullying and harassment within Royal Mail and the link to Royal Mail's overestimation of delivery office savings and unachievable performance targets.

2. A independent review into the bullying and harassment cases which have thus far come forward and where members have Agreed not to remain anonymous.

3. The CWU will encourage members to not suffer in silence and come forward and report further incidents of alleged bullying.

4. That the CWU highlight publicly using the media about the unacceptable treatment of delivery office members.

5. That the CWU keep, Branch's, Field officials and members regularly updated on the campaign. Failure to achieve the terms to this motion by September 1st 2013 will lead to the CWU giving consideration to withdrawing from all revision activity and balloting for industrial action.

The PEC is instructed accordingly.

Fish, is this a recommendation from South East London which has to be ratified and agreed by the Postal Executive? Does this then go on to Annual Conference for adoption? Not quite sure how these things work and time scales etc. Just seems a long time to September 1st before any action taken.

Well the disapointing this is that you could only make one amendment againt the only recommendation and this is why we in London have 5 amendments but only 2 are composited and some are now stand alone amendments.

I dont think it will be withdrawn as we need the debate.

What is surprising and disaponting is that apart from the London motions there are 2 from the North East , one from Greater Manchester , one from South East Wales there are no other Branch`s submitting motions.

I think also people have not understood that this years one day forum at conference is only Royal Mail letters and you cannot disucss pay , pensions , privitisation etc as this is only subject to Royal Mail group branch`s. My understanding is over 60 motions submitted for conference will have to be ruled out of order as they are being put to the wrong conference.

Lincox the policy forum will have to carry this in Liverpool for this to be agreed, it does not then have to go to conference and the reason that the september date was put is it is not a great period to go on strike in the summer months and thats speaking from experience and it you will have to mount a massive campagin of the members.

Upgrade your grievance which I believe kicks it up a floor so to speak.

Did the local manager acknowledge receipt of your grievance? If so and he has not arranged a hearing date, then he has broken Royal Mail regulations. Write to him again pointing out that you have not heard from him reference a hearing date and that he has broken procedural regulations and that you wish to have this point raised at the grievance hearing. Also point out that if you do not hear from him further within the next seven days you will escalate the procedure, and notify Moya Greene that her managers continue to ignore the terms and procedures of the grievance procedure and could she intervene to get this hearing arranged. I can almost guarantee that you will have a hearing date within 24 hours. Also have you notified Bob Gibson that yet again a Bullying and Harassment claim has been downgraded by HR?
