It's just a personal opinion and i have no evidence but i think someone has already made an approach about taking a minority stake before a possible stock market flotation.
It wouldn't surprise me if the Government goes down the route of reducing their stake in the business gradually rather than offloading all at once.
Politically it's less controversial,it still brings in fresh capital but might head off any possible action from the union.

Well Mandelson had that idea but I don't think the climate was right then but now with people being financially stretched I would imagine they'd welcome a sell off of some description if it was going to offset a tax hike or some other stricture. Barclays Brothers perhaps - they seem to be in some strife over their tax arrangements.
