Management are then able to apply the correct indoor allocation to the correct duties based on the contracted hours of the duty holder.
It doesn't get much simpler or fairer than that.
Of course it means a little more work for management. :cuppa
Planner told our rep that he had to pick what duties he wanted as f/t and what p/t time. Planner said the duties that needed alot of prep ie 2 hours were best f/t and the ones with little prep best for p/t. Looks like planner has earmarked p/t for majority of cover duties including a 4 day week one where they have to work every saturday. To give our rep some credit he has not agreed to any of this but i reckon there is pressure from above to move it along quickly.

The only argument management could have is that a rural or business delivery isn't suited to a part-timer having it because they really need to be prepped by the duty holder or at least someone with a good knowledge of the duty but lets be honest...what are the chances of a part-timer getting near one of those using seniority?
All other duties in a D.O. are much of a muchness, they could be double prepped by any full-timer so why would you have to have dedicated full-time and part-time duties?
To me it just reeks of lazy management. :cuppa

Another argument I have heard (and with which I confess I have a little sympathy) is if the p/t staff get all the crap they are less likely to stay and therefore the turnover of staff will be higher.
I would be happy for p/t staff to be given duties if the job of full-time reserve carried a financial premium - like the Workplace Coach gets for instance.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

We have alot of different contracts in our duty structure, 39 hrs, 32, 31.5, 31, 25, 23.5. Some are 3 day weeks, some 4 days weeks, some no satudays at all off and some 1 in 4 saturdays. Would a duty need to be earmarked a contract before a repick or could you do this after the repick?

That's kind of where having designated full and part-time walks falls down.
Where do you stop?
Is someone on a 9 day fortnight full-time one week and part-time the next?
Is a part-timer working 3 full days,full-time for those three days?
Do they have to pick a full-time duty and job share it?
It's all f***ing nuts. :cuppa

Why not just make all the duties the same delivery span, and just have them made up to full time by indoor work? Seniority would work then whether you are part time or full time.

Thats fine if you have just a 39 hour f/t and 1 p/t contract at say 32 hours. Like i said above with the mix of stuff you get nowadays its impossible to have just 2 contracts isnt it? If that is the case then i reckon you have to stipulate what contract covers what duty :hmmmm

There should just be 20,30 and 39 hour contracts. 39 are rural deliveries/town deliveries with indoor work/IPS. 30 hour guys just walk in the door, prep their own rounds and deliver them. 20 hour guys would have their rounds prepped by the 39 hour guys as part of the indoor work mentioned above.

If there are still people on less hours contractually, they would have to have their hours made up to 20 minimum, or if they refuse, only have them work a few days a week, or perhaps have them do other indoor work to make up their hours.

The majority of problems comes from the fragmentation of contracted hours. Making all delivery spans equal (in theory I.e. computer says so!) would then make organising the rest of the office so much easier.

That too me sounds the fairest way of doing things. As it stands so many people on so many different contract hours it's ridiculous. The ones I know in my office are 7.5, 15, 20, 23.5, 27,30. There must be other hours that I haven't heard about either as I haven't been there long. To have that many diff contracted hours is stupid!

What about when someone has many years seniority but is still technically part time (been working a temp full time for years)

repick list goes up and instead of being near the top senior postie finds themselves half way down the list because there are actually two lists. One for full time and one for part time. Surely in this case said postie should still have their seniority ? There should be one list and one list only .

The management already know what duties are available so when the postie goes in for their turn should either get told to only pick from the "part time" duties or that there is a F/T walk available to him
